Qualifications

Role Context

The Infrastructure Assets Manager will support long-term performance of roads, car parks, and related infrastructure by connecting operational experience with lifecycle investment decisions. Working with portfolio leaders, City Operations, O&M teams, lifecycle specialists, and SAP EAMS stakeholders, the role will turn asset condition, recurring failures, maintenance constraints, service impacts, and risk information into evidence-based maintenance and renewal programmes. This approach will help improve asset reliability, control lifecycle costs, reduce backlog risk, and strengthen future infrastructure readiness.

Key Responsibilities

• Support development of lifecycle plans for roads, car parks, and associated infrastructure assets across the city portfolio.
• Translate city-wide asset management principles, intervention thresholds, and renewal rules into practical infrastructure programmes.
• Develop planned maintenance, refurbishment, renewal, and replacement strategies based on condition, criticality, performance, and service requirements.
• Ensure lifecycle recommendations consider maintainability, safety, access, resilience, operability, user experience, and whole-life value.
• Capture infrastructure risks, issues, opportunities, defects, and maintenance lessons reported by Operations and Maintenance teams.
• Integrate O&M feedback into lifecycle plans, asset management strategies, renewal pipelines, and prioritisation decisions.
• Monitor recurring failures, condition trends, maintenance constraints, and asset performance concerns across infrastructure portfolios.
• Support risk-based prioritisation using condition, criticality, safety, cost, service impact, and operational consequence data.
• Highlight assets where deferred intervention, funding constraints, unclear ownership, or maintenance backlog may affect operational performance.
• Consolidate asset condition, maintenance, performance, risk, and cost information to support medium and long-term renewal programmes.
• Work with Infrastructure portfolio stakeholders to define practical intervention timing and renewal sequencing.
• Coordinate with the Asset Lifecycle and Costing Senior Manager to align infrastructure planning with lifecycle forecasts and financial assumptions.
• Support SAP EAMS stakeholders in improving roads and car parks asset information used for lifecycle reporting and budget planning.
• Maintain clear supporting evidence for renewal recommendations, including condition data, risk rationale, cost assumptions, and operational impacts.
• Provide input to asset management plans, maintenance strategies, renewal programmes, and capital investment priorities.
• Track backlog exposure and highlight infrastructure assets requiring accelerated maintenance, rehabilitation, or replacement.
• Support development of lifecycle dashboards showing asset condition, risks, intervention needs, backlog, expenditure requirements, and renewal status.
• Review maintenance history and operational data to identify opportunities for improved intervention strategies.
• Help establish effective O&M feedback loops so recurring issues are reflected in future asset planning and design decisions.
• Participate in infrastructure lifecycle reviews, portfolio meetings, risk discussions, and asset management workshops.
• Coordinate with consultants, portfolio managers, operators, maintenance teams, and city stakeholders on asset performance and lifecycle matters.
• Prepare concise management updates covering lifecycle priorities, renewal requirements, risks, backlog, and recommended actions.
• Support continual improvement of infrastructure asset management practices using evidence gathered from operations and lifecycle performance.
• Apply ISO 55001-aligned principles covering whole-life value, risk, performance, governance, and continual improvement.
• Assist in developing consistent asset prioritisation methodologies across roads, car parks, and related infrastructure classes.
• Support annual and multi-year budget planning by providing evidence-based lifecycle and renewal requirements.
• Improve visibility of asset ownership, intervention responsibility, maintenance needs, and deferred renewal exposure across the portfolio.

Ideal Profile

The position requires a Bachelor 's Degree in Engineering, Asset Management, Infrastructure, Transport, Facilities Management, or a related discipline, supported by at least 15 years of relevant professional experience. Candidates should bring significant experience in infrastructure asset management, roads, car parks, transport infrastructure, facilities, maintenance planning, city operations, or closely related environments. Practical involvement in lifecycle plans, renewal programmes, asset management plans, maintenance strategies, condition assessment, risk registers, or performance monitoring is essential. The successful candidate should be capable of converting operational feedback and asset data into clear priorities and practical improvement actions. Experience coordinating O&M teams, portfolio leads, consultants, technical specialists, and asset management stakeholders is particularly important. Knowledge of road and car park maintenance, renewal planning, asset condition, backlog management, and whole-life performance should be well developed. Exposure to ISO 55001-aligned asset management principles is expected. Certification or professional training in asset management, lifecycle planning, infrastructure maintenance, or project management would provide an advantage.
