Role Context

The Asset Lifecycle Director will provide senior strategic leadership for long-term infrastructure performance and capital investment planning across a city-scale giga-project. The role will connect engineering condition data, operational performance, financial forecasts, maintenance history, asset criticality, and future replacement requirements into a coordinated lifecycle strategy. By balancing OPEX, CAPEX, reliability, risk, and Total Cost of Ownership, the position will help prevent major asset failures, reduce avoidable expenditure, and maintain the financial viability of the development across multiple decades.

Key Responsibilities
  • Develop and continuously update a 10-30 year Capital Asset Replacement Plan covering utilities, transportation assets, public realm, attractions, community infrastructure, and other major asset classes.
  • Maintain rolling lifecycle forecasts that reflect asset condition, degradation rates, operating experience, technology changes, regulatory developments, and future growth.
  • Establish refurbishment and replacement strategies for high-value infrastructure including district cooling systems, tunnels, wastewater facilities, bridges, public realm assets, and major utility systems.
  • Prioritize lifecycle interventions based on condition, performance, criticality, failure risk, cost, service impact, and operational dependency.
  • Translate technical lifecycle data into long-range CAPEX forecasts for corporate finance, investment planning, and executive decision-making.
  • Develop financial models comparing life extension, refurbishment, replacement, redesign, and technology upgrade scenarios.
  • Forecast capital cash flow requirements and identify significant future funding events before they create financial pressure.
  • Incorporate inflation, construction cost escalation, regulatory changes, technology shifts, and market conditions into long-term replacement cost assumptions.
  • Partner with the Service Charge Director to define reserve and sinking fund requirements for shared infrastructure.
  • Determine appropriate reserve contributions from commercial tenants, operators, residents, and other relevant stakeholders.
  • Align reserve strategies with asset lifecycle forecasts so future refurbishment and replacement obligations remain adequately funded.
  • Identify potential funding deficits early and recommend corrective reserve, contribution, or investment strategies.
  • Establish transparent methodologies and documented assumptions for sinking fund calculations, governance, audit, and stakeholder review.
  • Analyze operating and maintenance expenditure to determine when continued maintenance becomes less economical than refurbishment or replacement.
  • Perform OPEX versus CAPEX trade-off analysis for critical asset groups.
  • Recommend lifecycle interventions based on cost, reliability, service impact, risk, and long-term asset value.
  • Apply reliability engineering principles to model asset degradation, probability of failure, condition trends, and remaining useful life.
  • Adapt lifecycle models to local climate, duty cycles, environmental exposure, utilization, and operating conditions.
  • Define and monitor lifecycle performance indicators covering asset age, health, reliability, cost, risk, and criticality.
  • Work with technical directors and SAP-EAMS teams to ensure lifecycle data is captured accurately and consistently.
  • Establish data requirements for condition assessments, asset history, intervention costs, failure modes, and maintenance performance.
  • Collaborate with the Estate Vesting and Design Director during design and construction stages to influence long-term maintainability.
  • Review material selections, engineering systems, equipment strategies, and specifications from a lifecycle cost perspective.
  • Challenge design and value-engineering proposals that reduce initial CAPEX but create excessive long-term maintenance, replacement, or reliability exposure.
  • Conduct lifecycle cost comparisons between alternative materials, systems, technologies, and design approaches.
  • Provide lifecycle criteria and replacement cost implications during stage-gate reviews.
  • Ensure lifecycle performance requirements are incorporated into project approvals, expansions, upgrades, and major capital decisions.
  • Support governance processes by embedding lifecycle considerations into design and investment decision frameworks.
  • Develop Total Cost of Ownership models for infrastructure systems and major asset portfolios.
  • Evaluate asset criticality and risk exposure to support risk-informed capital investment decisions.
  • Coordinate with Operations, Finance, Design, Commercial, Asset Management, and technology teams on lifecycle planning priorities.
  • Provide executive-level reporting on future capital liabilities, lifecycle risks, reserve adequacy, and investment requirements.
  • Support portfolio-level scenario planning for changes in demand, asset utilization, regulation, technology, and operating strategy.
  • Establish consistent methodologies for lifecycle costing, remaining life assessment, and capital intervention prioritization.
  • Review portfolio performance trends and recommend adjustments to long-term capital plans.
  • Maintain clear assumptions, supporting data, and auditable records behind lifecycle forecasts.
  • Support corporate governance, financial planning, investment reviews, and long-term asset strategy development.
  • Lead continuous improvement of lifecycle planning processes, reliability methodologies, and asset investment models.
Ideal Profile
  • Bachelor 's degree in Mechanical Engineering, Civil Engineering, Electrical Engineering, Asset Management, Finance, Quantity Surveying, or a closely related discipline.
  • Master 's degree is strongly preferred.
  • Minimum 20 years of relevant experience in lifecycle costing, capital planning, reliability-centered maintenance, strategic asset management, or major infrastructure portfolio management.
  • Proven experience managing lifecycle strategies for international mega-projects, airports, utilities, infrastructure portfolios, or master-planned smart cities.
  • Strong track record developing long-term capital replacement plans and multi-decade investment forecasts.
  • Demonstrated experience creating sinking fund and reserve methodologies for major common infrastructure assets.
  • Extensive knowledge of Total Cost of Ownership analysis and OPEX versus CAPEX optimization.
  • Strong understanding of reliability engineering, asset degradation, remaining useful life, and condition-based investment planning.
  • Experience coordinating with Operations, Finance, Design, Engineering, Commercial, and asset information systems teams.
  • Certification such as Certified Asset Management Assessor is highly desirable.
  • IAM Diploma or equivalent Institute of Asset Management qualification would be advantageous.
  • MRICS qualification within Facilities Management, Quantity Surveying, or a related pathway is highly desirable.
  • Reliability engineering or Reliability-Centered Maintenance qualifications would strengthen the candidate profile.
  • Experience implementing or working with enterprise asset management systems is advantageous.
  • Strong financial modeling and quantitative analysis capability.
  • Ability to translate complex technical asset data into strategic capital investment recommendations.
