Role Context
The Stage Gate Assurance Manager will provide the governance link between project delivery and the long-term operational requirements of city assets. Working under the Asset Management Governance and Assurance Director, the position will coordinate evidence, design reviews, risk information, operational requirements, and handover readiness before critical Stage Gate decisions are made. Effective assurance at these decision points will help prevent unresolved maintainability, lifecycle, Opex, operational, and asset information issues from progressing into later project stages.
Key Responsibilities
- Coordinate Asset Management assurance requirements for relevant Stage Gate reviews across the project and asset lifecycle.
- Identify applicable Asset Management trigger points and confirm that supporting evidence is available at the correct decision stage.
- Monitor requirements associated with Operator Strategy, Operational Readiness Plans, budgets, delivery programmes, asset requirements, and handover readiness.
- Prepare focused assurance summaries covering review status, outstanding risks, evidence gaps, conditions, and recommended decision positions.
- Consolidate information required to support go, conditional go, and no-go recommendations.
- Ensure Stage Gate recommendations are evidence-based, risk-informed, traceable, and properly recorded within the Asset Management platform.
- Coordinate design reviews in advance of formal Stage Gate sessions to identify Asset Management concerns before critical approvals.
- Engage City Asset Management, City Operations, O&M teams, delivery functions, consultants, and technical leads throughout assurance activities.
- Review project information from an operability and maintainability perspective and identify requirements that could influence long-term asset performance.
- Coordinate assessment of lifecycle implications arising from design decisions, project changes, operating strategies, and asset requirements.
- Ensure Opex considerations and future maintenance requirements are appropriately represented during design and governance reviews.
- Assess whether service-level expectations have been adequately incorporated into relevant project and asset proposals.
- Monitor handover readiness requirements and highlight gaps that could affect asset acceptance, adoption, or operational mobilisation.
- Establish clear review schedules, responsibilities, evidence requirements, and assurance milestones ahead of Stage Gate meetings.
- Maintain structured records of review comments, responsible owners, responses, commitments, and closure status.
- Follow up outstanding actions and ensure unresolved matters are either closed or formally escalated before governance decisions.
- Maintain decision logs showing conditions, approvals, exceptions, risks, and required follow-up actions.
- Track conditional approvals to ensure associated requirements are completed within agreed timescales.
- Escalate significant Asset Management risks where incomplete evidence or unresolved issues could affect readiness or lifecycle performance.
- Coordinate assurance evidence across project delivery, readiness, handover, and lifecycle planning workstreams.
- Verify that approved Stage Gate decisions are reflected in subsequent project plans, readiness activities, and handover requirements.
- Monitor Asset Management actions arising from design reviews and ensure agreed changes are incorporated into relevant deliverables.
- Support alignment between project delivery requirements and the ISO 55001-aligned Asset Management framework.
- Apply lifecycle, value, performance, risk, and continual improvement principles when assessing assurance evidence.
- Support governance reporting through dashboards, exception reports, action trackers, and management summaries.
- Maintain visibility of overdue actions, evidence deficiencies, recurring issues, and decisions requiring senior intervention.
- Work with Asset Management stakeholders to establish consistent review criteria and assurance expectations across projects.
- Help standardise Stage Gate documentation, evidence requirements, decision records, and assurance reporting.
- Participate in operational readiness and handover reviews to verify that outstanding Asset Management requirements are visible and controlled.
- Capture lessons learned from completed Stage Gate reviews and use them to strengthen future assurance activities.
- Identify recurring weaknesses in design submissions, evidence quality, readiness planning, or action closure and recommend improvements.
- Provide the Asset Management Governance and Assurance Director with concise reporting on assurance status, major risks, exceptions, and upcoming decisions.
- Promote disciplined governance so projects advance through decision gates with clear evidence, accountable actions, and understood lifecycle implications.
Ideal Profile
Ideal Profile The position requires a Bachelor 's Degree in Asset Management, Engineering, Project Management, Operations, Facilities Management, or a related discipline. Candidates should have at least 15 years of relevant experience covering asset management, governance, assurance, project controls, design review coordination, operational readiness, handover, or major infrastructure delivery. Strong knowledge of Stage Gate governance is essential, including evidence preparation, action tracking, decision logs, risk escalation, conditional approvals, and formal closure processes. The successful candidate should understand how design and project decisions influence operability, maintainability, Opex, service performance, asset readiness, and long-term lifecycle outcomes. Experience working across City Operations, O&M, project delivery teams, technical consultants, and Asset Management stakeholders will be particularly valuable. Candidates should be comfortable coordinating multidisciplinary reviews where several organizations share responsibility for evidence and action closure. Exposure to ISO 55001-aligned Asset Management principles covering lifecycle value, performance, risk, and continual improvement is expected. Professional certification in Asset Management, project management, assurance, governance, or project controls would be advantageous.
