Role Context
The SAP EAMS Director will own the business framework that connects physical assets, maintenance operations, lifecycle planning, financial information, handover data, and performance reporting across a complex city environment. Acting as the business authority for SAP EAMS decisions, the Director will ensure technology is configured around practical Asset Management and O&M requirements rather than functioning as an isolated IT platform. The position will create consistent asset structures, governance controls, workflows, and reporting standards so operational teams can rely on one authoritative source of asset information.
Key Responsibilities
- Define the enterprise asset management systems strategy, roadmap, governance structure, and operating model for City Asset Management and City Operations.
- Act as business owner for SAP EAMS design and ensure configuration reflects approved Asset Management policies, operational processes, lifecycle requirements, and service standards.
- Establish decision rights, governance controls, escalation routes, and accountabilities across Asset Management, City Operations, O&M, Digital, Finance, Procurement, Handover, and Asset Class teams.
- Lead business readiness for SAP EAMS implementation, migration, cut-over, acceptance, go-live, and early-life support.
- Define business requirements covering asset structures, workflows, maintenance processes, user roles, dashboards, reporting, and governance.
- Coordinate design reviews, user acceptance testing, mock cut-overs, defect resolution, and final go-live readiness.
- Establish migration standards and validation rules for asset master data, hierarchies, locations, ownership, condition, criticality, maintenance, performance, and lifecycle information.
- Define reconciliation controls and formal sign-off procedures so migrated information can be trusted by operational users.
- Develop and govern the enterprise Asset Management data model across different portfolios, districts, systems, and asset classes.
- Own standards for the central asset register, including classification, hierarchy, location structures, ownership attributes, lifecycle status, condition, and maintenance master data.
- Establish data ownership, master data stewardship, configuration control, access management, and change-control requirements.
- Implement data-quality checks, cleansing processes, reconciliation routines, exception reporting, and corrective workflows.
- Ensure asset information requirements are incorporated into project handover, adoption, acceptance, and configuration management.
- Lead audits and assurance reviews covering register completeness, information quality, system compliance, and governance effectiveness.
- Configure business requirements for asset creation, approvals, inspections, maintenance planning, work orders, defects, renewals, and lifecycle interventions.
- Establish standard KPIs for asset condition, reliability, maintenance compliance, data quality, lifecycle cost, and service performance.
- Define dashboard structures and reporting standards so portfolios and O&M teams work from consistent performance information.
- Coordinate with Digital teams to develop management dashboards, operational reports, data extracts, and executive governance packs.
- Use performance reporting to identify systemic asset issues, workflow weaknesses, data gaps, and improvement opportunities.
- Integrate SAP EAMS with City Operations dashboards, portfolio reporting, maintenance planning, handover controls, financial inputs, and operational support processes.
- Ensure system workflows support capacity changes, operational readiness, commercialisation inputs, and service-charge information where applicable.
- Coordinate asset information requirements for maintenance schedules, inspection regimes, compliance obligations, renewal planning, and budget decisions.
- Support visibility of asset go-live dates, operational readiness, operator arrangements, ownership boundaries, and governance requirements before openings or major events.
- Work with operational teams to incorporate utilisation, condition, maintenance history, asset risks, performance gaps, and renewal requirements into lifecycle decisions.
- Facilitate cross-functional workshops to resolve process ownership, system design, asset information, reporting, and operational interface issues.
- Lead business change and adoption activities so Asset Management and O&M users understand new SAP EAMS processes and responsibilities.
- Define role-based training requirements and oversee development of process maps, user guidance, job aids, and system training.
- Lead hypercare and early-life support after go-live, ensuring defects, user issues, and process gaps are quickly triaged and resolved.
- Monitor adoption levels, workflow performance, data-quality trends, and reporting effectiveness after implementation.
- Own the Asset Management systems improvement backlog and prioritise enhancements according to operational value, compliance, risk reduction, and user needs.
- Promote automation, standardisation, data-led decision-making, and continual improvement throughout the asset lifecycle.
- Develop scopes, deliverables, acceptance criteria, and performance requirements for SAP EAMS implementation and Asset Management systems support.
- Manage consultants, implementation partners, and system providers and verify their outputs are operationally practical and sustainable.
- Review migration plans, system designs, test evidence, training materials, reporting products, and supplier recommendations.
- Manage assigned budgets, forecasts, procurement requirements, supplier performance, and value-for-money initiatives.
- Ensure external implementation expertise is converted into sustainable internal processes, capability, governance, and operating practices.
Ideal Profile
A Bachelor 's Degree in Engineering, Asset Management, Information Systems, Operations Management, Facilities Management, Business Administration, or a related discipline is required. A relevant Master 's Degree is preferred. Candidates should bring at least 15 years of progressive experience across enterprise asset management, asset information systems, maintenance management, facilities management, infrastructure operations, data governance, or digital transformation, including at least 7 years in senior leadership positions. Direct leadership experience with SAP EAM, SAP PM, EAMS, CMMS, or comparable enterprise asset platforms is essential. Candidates should understand implementation, system optimisation, migration planning, configuration principles, UAT, cut-over, go-live, hypercare, and operational adoption. Strong practical knowledge of asset registers, classification structures, hierarchy and location models, master data governance, maintenance workflows, work orders, condition and criticality information, lifecycle interventions, KPIs, and executive reporting is required. Experience in city operations, giga-projects, infrastructure, transport, utilities, facilities management, real estate, public-sector environments, or major destination developments is strongly preferred. Professional certification in Asset Management, SAP EAM, Project Management, data governance, or information management would be valuable. Exposure to ISO 55000-aligned Asset Management principles, operational readiness, handover, lifecycle planning, and whole-life decision-making is desirable.
