The Associate Director – Asset Management will provide technical leadership across advisory and consulting engagements involving infrastructure portfolios, operational assets, digital systems, lifecycle investment, performance improvement and organisational capability. The position will help clients move from reactive maintenance and fragmented asset information toward structured, risk‑based and value‑focused asset management. By linking business objectives with asset data, condition, performance, cost, risk and service requirements, the role will support better investment decisions and more resilient infrastructure outcomes. The successful candidate will also contribute to Parsons Corporation's regional growth by supporting major pursuits, developing technical solutions, strengthening client relationships, mentoring team members and promoting consistent asset management practices across projects.
Key Responsibilities
- Lead asset management advisory and consulting projects across transportation, mobility, utilities, buildings, energy, water and critical infrastructure.
- Provide strategic and technical guidance on recognised asset management principles and industry best practices.
- Develop asset management frameworks aligned with ISO55000 principles.
- Prepare strategic asset management plans, policies, governance models, roadmaps and implementation programmes.
- Assess existing asset management maturity, organisational capability, processes, systems and information quality.
- Identify performance gaps and develop practical improvement initiatives.
- Lead multidisciplinary project teams and coordinate technical specialists across several disciplines.
- Define project scopes, work plans, deliverables, budgets, schedules, responsibilities and quality expectations.
- Monitor project progress and ensure assignments are completed on time and within approved budgets.
- Maintain strong technical quality and ensure deliverables meet client expectations.
- Facilitate client workshops, interviews, technical reviews and stakeholder engagement sessions.
- Translate complex asset management concepts into clear recommendations for executive and operational stakeholders.
- Develop asset strategies that align infrastructure investment with organisational objectives and service requirements.
- Support lifecycle planning across asset acquisition, operation, maintenance, renewal, replacement and disposal.
- Establish risk‑based planning approaches for prioritising maintenance and capital investment.
- Develop asset performance management frameworks, measures, indicators and reporting arrangements.
- Support asset inventory development, data classification, hierarchy design and information governance.
- Improve asset registers, data standards, ownership responsibilities and information assurance.
- Advise clients on asset condition assessment, criticality, risk, deterioration and remaining service life.
- Develop maintenance and renewal strategies based on condition, risk, cost, performance and operational priorities.
- Support predictive maintenance and condition‑based maintenance initiatives.
- Contribute to asset performance optimisation and reliability improvement programmes.
- Provide guidance on digital asset management technologies and implementation planning.
- Support Enterprise Asset Management platform selection, configuration, integration or improvement.
- Advise on Common Data Environments, digital twins, asset information systems and digital handover requirements.
- Coordinate with engineering, operations, maintenance, technology, finance, commercial and project delivery teams.
- Ensure asset management recommendations are practical, scalable and suitable for implementation.
- Prepare technical reports, executive summaries, presentations, strategies and decision‑support materials.
- Review project deliverables and provide technical assurance before client submission.
- Support business development through opportunity identification and strategic client engagement.
- Contribute to expressions of interest, proposals, technical methodologies, staffing plans and commercial submissions.
- Develop differentiated technical solutions for major pursuits and strategic opportunities.
- Participate in client interviews, presentations and bid clarification meetings.
- Build productive relationships with government entities, infrastructure owners, operators, developers and delivery organisations.
- Support the growth of Parsons Corporation's Asset Management capability in Saudi Arabia.
- Collaborate with regional and international asset management specialists.
- Share knowledge, tools, methodologies, lessons learned and technical best practices.
- Mentor junior consultants, engineers, analysts and asset management professionals.
- Contribute to technical publications, conference presentations and thought leadership materials.
- Travel within the Middle East and Africa region as required for project delivery and client development.
Ideal Profile
- Bachelor's degree in engineering, asset management, infrastructure, technology or a related discipline.
- Between 15 and 20 years of experience in asset management, infrastructure consulting, engineering or advisory services.
- Demonstrated experience leading asset management projects and multidisciplinary consulting teams.
- Strong understanding of ISO55000 principles and value‑based asset management.
- Proven capability developing asset management strategies, frameworks, roadmaps and implementation plans.
- Experience with strategic asset management and organisational maturity assessments.
- Strong knowledge of asset information management, inventories, hierarchies, registers and data governance.
- Practical experience in lifecycle planning, investment prioritisation and risk‑based decision‑making.
- Understanding of asset condition, criticality, reliability, performance and maintenance optimisation.
- Experience supporting transportation, mobility, utilities, buildings, energy, water or other infrastructure sectors.
- Strong project management capabilities covering scope, quality, schedule, resources, budget and risk.
- Experience managing client relationships and advising senior stakeholders.
- Confident workshop facilitation, presentation, negotiation and stakeholder‑engagement skills.
- Strong technical writing and report‑development capabilities.
- Ability to work independently while collaborating effectively with multidisciplinary teams.
- Demonstrated contribution to proposals, technical pursuits, interviews and client development.
- Experience working on major infrastructure programmes in Saudi Arabia is advantageous.
- Familiarity with digital asset management systems and transformation programmes is preferred.
- Experience with Enterprise Asset Management platforms, Common Data Environments, digital twins and asset information systems is beneficial.
- Knowledge of asset analytics, predictive maintenance and condition‑based maintenance is advantageous.
- Professional certification such as CAMA, IAM Certificate, IAM Diploma, PMP, CEng or an equivalent qualification is preferred.
- Professional‑level written and spoken English.
- Arabic language capability is advantageous.
- Ability to travel across the Middle East and Africa region when required.
