Role Context

The Senior Road Network Engineer will help maintain the safety, availability, and operational resilience of highways, urban streets, intersections, transit corridors, and associated infrastructure across a large city environment. The position combines traditional highway engineering with real-time traffic operations, ITS technology, asset management, and event mobility planning. The engineer will use traffic telemetry, field inspections, maintenance information, and centralized monitoring systems to identify congestion, infrastructure defects, operational risks, and emerging network constraints. Close coordination with Traffic Management Centers, emergency services, contractors, security teams, public transport operators, parking operations, and technology specialists will enable rapid response while supporting long-term network performance improvements.

Key Responsibilities
  • Oversee daily operational performance across highways, urban roads, intersections, transit corridors, and associated transportation infrastructure.
  • Monitor live traffic conditions through Intelligent Transportation Systems, Traffic Management Systems, CCTV, roadside sensors, detectors, and traffic data feeds.
  • Analyze vehicle speeds, traffic volumes, journey times, congestion patterns, incidents, and network capacity to identify operational constraints.
  • Review traffic signal performance and support optimization of signal timing plans to improve intersection efficiency and reduce recurring congestion.
  • Coordinate incident response with Traffic Management Centers, City Operations, Security, emergency services, and other operational stakeholders.
  • Support rapid management of accidents, vehicle breakdowns, obstructions, infrastructure failures, and other events affecting road availability.
  • Develop practical traffic measures for planned and unplanned disruptions while preserving safe access and network continuity.
  • Inspect roads, pavements, intersections, and supporting infrastructure to assess physical condition and maintenance requirements.
  • Identify cracking, potholes, rutting, settlement, surface deterioration, and other pavement defects requiring intervention.
  • Prioritize preventive and corrective maintenance according to asset condition, operational importance, safety risk, and lifecycle requirements.
  • Coordinate pavement rehabilitation, resurfacing, road marking, and related highway maintenance programs.
  • Monitor barriers, guardrails, signage, street lighting, stormwater drainage, road markings, and other roadside assets.
  • Sequence maintenance activities to minimize lane restrictions, congestion, and disruption to road users.
  • Monitor road and ITS maintenance contractors against approved specifications, safety requirements, SLAs, KPIs, and performance standards.
  • Develop and review Temporary Traffic Management plans for construction works, maintenance activities, sporting events, concerts, festivals, and other high-demand operations.
  • Plan lane closures, traffic diversions, detours, temporary controls, and alternative access arrangements.
  • Coordinate major-event transportation strategies with parking, public transport, venue operations, security, mobility teams, and emergency responders.
  • Assess expected event demand against available road capacity and identify potential congestion points before operations begin.
  • Integrate road network planning with parking arrival and departure strategies to reduce queues around major destinations.
  • Use historical and real-time traffic telemetry to identify recurring bottlenecks and opportunities for operational improvement.
  • Support integration of CCTV, Variable Message Signs, traffic signals, detectors, roadside sensors, and other ITS devices with centralized operational platforms.
  • Contribute to operational readiness for connected, autonomous, and emerging smart mobility technologies where applicable.
  • Establish and monitor performance indicators covering congestion, journey reliability, incidents, system availability, asset condition, and contractor maintenance performance.
  • Maintain road asset records, inspection results, maintenance histories, incident information, and operational data through GIS, CMMS, and asset management systems.
  • Prepare traffic assessments, engineering reports, operational dashboards, maintenance recommendations, and management presentations.
  • Identify road network and asset risks and develop technically practical mitigation measures.
  • Support emergency response, business continuity, incident management, and network recovery planning.
  • Coordinate with Asset Management, Facilities Management, Public Transport, Parking Operations, ICT, HSE, consultants, contractors, and technology vendors.
Ideal Profile

The role requires a Saudi National holding a bachelor 's degree in Civil Engineering, Transportation Engineering, Highway Engineering, Traffic Engineering, or a closely related technical discipline. Candidates should bring at least 10 years of professional experience across highway engineering, road maintenance, traffic operations, transportation engineering, ITS, or infrastructure operations. A minimum of two years supporting giga-projects, major municipalities, smart cities, large destinations, or similarly complex urban environments is expected. Active membership or registration with the Saudi Council of Engineers is required. Strong technical knowledge of traffic flow, highway capacity, congestion management, intersection operations, pavement maintenance, road safety, and Intelligent Transportation Systems is important. Relevant experience should include traffic signal control, CCTV, Variable Message Signs, traffic detectors, telemetry, roadside sensors, and smart traffic technologies. Practical exposure to Temporary Traffic Management plans, diversions, detours, lane closures, major-event mobility, road condition assessments, rehabilitation programs, and lifecycle maintenance will be valuable. Candidates should understand AASHTO guidance alongside applicable Saudi transportation, municipality, MOTLS, and road safety requirements. Experience with VISSIM or comparable traffic modelling software is expected, while exposure to Aimsun, Synchro, GIS, CMMS, pavement management systems, and digital reporting platforms will strengthen suitability. Experience within a Traffic Management Center, Integrated Operations Center, City Operations Command Center, Delivery Partner, PMC, or client-side program environment is particularly relevant.
