Parsons is seeking a Saudi National DLP and Snagging Engineer in Riyadh, Saudi Arabia to support the technical management, coordination, tracking, and close-out of defects and Defects Liability Period obligations across assigned assets. The role works closely with project teams, consultants, contractors, service providers, facilities management teams, and internal stakeholders to ensure defects are properly identified, assessed, prioritized, rectified, documented, and formally closed. The position supports asset handover and operational readiness, helping ensure outstanding defects do not compromise safety, statutory compliance, asset reliability, maintainability, service continuity, accessibility, or the user and guest experience.

What You 'll Be Doing
- Provide day-to-day engineering support for DLP and snagging activities across assigned assets.
- Identify and technically assess defects, incomplete works, and operational readiness issues and ensure they are properly logged, prioritized, assigned, and progressed toward closure.
- Conduct and participate in site inspections, joint walkthroughs, snagging reviews, defect verification visits, and close-out validation.
- Coordinate inspections and rectification activities with project teams, consultants, contractors, service providers, and operations stakeholders.
- Maintain accurate defect and snag registers with clear engineering descriptions, ownership, priorities, target dates, status updates, supporting evidence, escalation routes, and formal close-out records.
- Monitor contractor performance against DLP obligations, including rectification progress, recurring defects, response times, repair quality, warranty matters, and outstanding liabilities.
- Escalate significant technical or performance concerns to the DLP and Snagging Manager.
- Support asset handover by reviewing O and M manuals, asset registers, warranties, test records, training records, permits, compliance documentation, and defect close-out evidence.
- Verify that relevant technical and handover requirements have been addressed before assets are accepted into operations.
- Use CAFM and CMMS systems, snagging platforms, dashboards, and reporting tools to control defect information and monitor close-out performance.
- Assess defects from an engineering and operational risk perspective, considering safety, statutory compliance, reliability, accessibility, maintainability, service continuity, and public or guest impacts.
- Support disciplined technical close-out through evidence-based verification and accurate reporting.
Asset Handover and Operational Readiness
The DLP and Snagging Engineer will support the transition of completed assets into steady-state operations. This includes completion inspections, technical acceptance reviews, warranty tracking, handover documentation, operational readiness checks, and verification that identified defects have been appropriately rectified. The role requires an understanding of hard services, including MEP and building systems, together with interfaces involving soft services, roads, utilities, landscaping, public realm, and other infrastructure components.
Stakeholder and Contractor Coordination
- Coordinate cross-functional defect resolution with hard services, soft services, roads, landscaping, utilities, mobility, public realm, security, events, FM service partners, and project delivery teams.
- Support contractor and service-provider governance relating to warranties, rectification responsibilities, SLA and KPI performance, and defect close-out.
- Participate in readiness meetings, governance reviews, contractor performance discussions, risk reporting, and technical coordination sessions.
- Contribute to commercial discussions involving CAPEX and OPEX clarification, contractual liabilities, and defect-related cost impacts.
- Support lessons learned and continuous improvement initiatives related to handover quality, recurring defects, warranty performance, and DLP management.
- Provide technical guidance to junior team members and site-based resources.
What Required Skills You 'll Bring
- Bachelor 's degree or equivalent qualification in Mechanical Engineering, Electrical Engineering, Building Services, Civil Engineering, Facilities Management, Construction Management, Asset Management, Project Management, or a related discipline.
- Minimum 4 years of experience in construction completion, asset handover, DLP management, snagging, facilities management, operations readiness, or O and M.
- Practical experience assessing and coordinating the resolution of technical defects.
- Demonstrated experience coordinating contractors, consultants, or service providers through defect identification, technical rectification, evidence capture, warranty management, and formal close-out.
- Experience with SLA and KPI monitoring and performance reporting.
- Strong understanding of DLP governance, snagging management, root cause analysis, rectification coordination, and close-out controls.
- Knowledge of asset handover, completion inspections, operational readiness, technical acceptance criteria, and transition into steady-state operations.
- Understanding of MEP, building systems, utilities, roads, landscaping, public realm, and related service interfaces.
- Proficiency with CAFM and CMMS systems, snagging platforms, dashboards, work-order controls, asset data, and evidence management.
- Ability to analyze recurring defects and support appropriate corrective actions.
- Knowledge of health and safety requirements, statutory compliance, permit-to-work processes, operational risk assessment, and public access risks.
- Effective stakeholder coordination, escalation management, reporting, and cross-functional problem resolution.
- Commercial awareness with basic contract interpretation, liability tracking, and understanding of defect-related cost impacts.
Desirable Experience and Qualifications
- Experience with master-planned cities or communities, mixed-use developments, entertainment destinations, infrastructure assets, public realm environments, giga-projects, or other large-scale developments in Saudi Arabia, the GCC, or comparable markets is desirable.
- A relevant professional or technical qualification in project handover, facilities management, asset management, quality management, health and safety, defects management, or contract administration is also desirable.
