Job Title: Procurement Specialist
Reports to: Head of Procurement
Responsibilities
- In the range of his/her procurement scope, cooperate and support the development and implementation of ING sourcing strategies at local level.
- Deliver local Sourcing Category Strategy, ensuring management in line with Bank strategy and processes/regulations compliance.
- Independently lead procurement processes at local level.
- Interact at global level to propose and share best practices, relevant projects, and guidelines to be applied at local level.
- Initiate and implement sourcing strategy and process (RFQ/RFI/RFP/Auction/contract definition). Propose analysis and ensure their quality (spend, market, demand, etc.).
- Ensure completeness of documentation (contract/RFP/reports, Regulation checks) through an internal platform, etc.
Organizational position and relationships
- Report to: Head of Procurement
- Internal working relations:
- 1st line: entire business
- 2nd line: Several departments (e.g., Legal, Compliance, CISO, International colleagues, TIPM, ORM, etc.)
- External working relations: External Suppliers
Main tasks
- Market analysis and strategy: understand market trends and benchmarks with other ING Branches/Companies/Industries.
- Sourcing: identify and promote sourcing initiatives aiming to achieve goals such as cost optimization, higher quality of services, innovation, and better value for money.
- Initiate, develop and implement sourcing initiatives in line with the above.
- Collect business needs/requirements and challenge technical and functional specifications.
- Design tender processes identifying internal and external stakeholders, leading tasks and related communication.
- Define tender documentation and manage operational steps of tenders independently (supplier involvement, tender doc definition, offers comparison, negotiation, contract definition).
- Review and adapt offers to ensure they meet internal requirements and policies.
- Challenge internal demand to pursue cost optimization.
- Approve requests and follow up until purchase order dispatch.
- Supplier onboarding and supplier qualification.
Contract Management
- Prepare contract documentation with direct responsibility of the economic part and coordinate with other departments for the rest.
- Identify problems or improvements in existing contracts and propose improvements.
- Monitor contract status within the assigned scope.
- Plan renewal activities and negotiate according to Category strategy.
Suppliers management
- Create and foster good relationships with suppliers, identifying key stakeholders and decision makers.
Risk Management and Compliance
- Execute procedures and controls in line with Bank policies and regulations (e.g., Supplier onboarding, KYS, contract monitoring).
- Identify and implement remediation activities driven by Bank policies and procedures.
- Provide support on updating local procedures/policies in line with HO guidelines when required.
Reporting
- Perform spend analysis and formulate reports concerning purchasing activities.
- Compile HO/Local reports on Sourcing activities and results, contracts status, active suppliers.
- Prepare presentations (PPT) for middle/high management of the Bank.
Qualifications
- Bachelor / university degree in Economics or equivalent.
- At least 3 years’ experience in procurement.
- Advanced user of ERP, Excel, PPT, Access, spend analysis tools, e-sourcing platforms.
- Knowledge of Bank processes and procurement guidelines, procedures and regulations.
- Knowledge of sourcing methods and market best practices.
