BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Executive Board Secretariat is the interface between the WFP Executive Board Membership (Board Members and Observers) and WFP Management. The Executive Board Secretariat is headed by the Secretary to the Board who leads a team of about 35 staff as well as a larger group of temporary professionals who handle Board documentation, conference services and Secretariat Support to the WFP Audit Committee and the Executive Board.

The EBS Digital Governance Services Unit manages the content of the EB website as well as several digital products to support the Executive Board Services. The products are continuously improved and new products and features are added frequently. A consultant is required to own the product development and technical maintenance as well as contribute to the activities of content strategy planning and delivery. The consultant will work under the supervision of Executive Board Website Manager and will perform the following tasks:

ACCOUNTABILITIES/RESPONSIBILITIES
  1. Perform the role of Product Owner: develop and explicitly communicate the Product Goal; gather and validate requirements following a customer‑centric design.
  2. Ensure that the Product Backlog is transparent, visible and understood; communicate requirements inwards to the Product Team.
  3. Decompose high‑level requirements; create and clearly communicate Product Backlog Items (PBI) partnering closely with stakeholders and the Product Team to ensure everyone understands the items in the backlog.
  4. Determine whether PBIs were satisfactorily delivered; give the Product Team clear guidance on which features to deliver next.
  5. Take care of backlog grooming: regularly review items on the backlog to ensure it contains the appropriate items that are prioritized and that the items at the top of the backlog are ready for delivery.
  6. Participate in the sprint planning session; a team planning meeting that determines what to complete in the coming sprint.
  7. Provide guidance to vendors concerning the submission of consumption reports and invoices.
  8. In collaboration with the Head of EBSD draft and review Purchase Orders.
  9. Identify and escalating issues that could affect the product outcomes, timeline or budget.
AS WEB CONTENT EDITOR
  1. Monitor the content of the website by reviewing constantly current information published and ensuring all pages are translated in four languages, accurate and up to date, clear and according to guidelines.
  2. Check the quality of the display of the website in different browsers and devices.
  3. Plan the creation and delivery of new content to the EB public website by proactively proposing new content and managing all the images for the website including photo galleries as well as pages of the news about and activities sections.
  4. Collaborate and liaise with other web contributors or EBS focal points for specific subjects.
  5. Coordinate projects & product development.
  6. Manage vendors for development activities.
  7. Write Product Epics and User Stories.
  8. Maintain the EBS Style & CMS guidelines.
  9. Support the classification of EB documents and publication of CSPs as requested.
  10. Support the management of the EB membership area as requested.
DELIVERABLES AT THE END OF THE CONTRACT
  1. Product Backlog well‑structured in epics, features and user stories with user stories that pass the exit criteria.
  2. An efficient and effective product delivery for EB digital services.
  3. Measurable contribution to digital transformation projects in EBS.
  4. Punctual and precise publication of content.
QUALIFICATIONS & EXPERIENCE REQUIRED
EDUCATION
  • Advanced university degree in one of the following areas: Language, Linguistics, Literature, Communications, Government, Politics and Policy, History, International Affairs, Social Sciences.
EXPERIENCE
  • Product ownership and editing websites using content management systems.
KNOWLEDGE & SKILLS
  • Capacity to compare and analyse data, identify errors and discrepancies, and proactively elaborate and propose solutions for enhancements or to solve issues identified.
  • Knowledge of agile product development.
LANGUAGES

Mandatory: Excellent English, French or Spanish; another UN language desirable.
