Program Summary

KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Our services ensure smooth operations, allowing Air Force and government personnel to focus on their missions. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job Summary

The Facilities Structures AMP Manager provides technical leadership and strategic direction for the Structural Asset Management Program (AMP) across all U.S. Air Force installations supported under the UABOS contract in Turkey.

This role ensures all buildings, structural systems, and facility envelopes remain safe, mission-ready, and compliant with lifecycle and sustainability objectives defined by Air force Instructions (AFI), Playbooks, and Performance Work Statement (PWS). The AMP Manager serves as the primary focal point for BUILDER data management, facility condition assessments (FCA), project identification, and long-range planning for recapitalization and sustainment of the structural portfolio.

This position directly supports command priorities by transforming condition data into actionable investment plans, optimizing funding allocation, and enabling predictive asset management.

Roles and Responsibilities
  • Lead the Facilities Structures AMP—covering all administrative, residential, industrial, and mission-critical facilities.
  • Develop, maintain, and update the 5-Year AMP Plan, Integrated Priority List (IPL), and Annual Work Plan in accordance with AFCEC and UABOS guidance.
  • Provide expert recommendations to the Work Request Review Board (WRRB) and Work Request Working Group (WRWG), presenting technical justifications, risk analyses, and prioritization criteria.
  • Manage BUILDER SMS database integrity, ensuring asset data, component ratings, and inspection results are current and auditable.
  • Coordinate across Engineering, CE Operations, Project and Construction Management (PCM), and Real Property sections to align AMP objectives with operational capability and funding strategies.
  • Plan and execute Facility Condition Assessments (FCA); identify critical structural deficiencies and develop corrective or renewal strategies.
  • Translate maintenance trends into project requirements and preventive strategies to reduce deferred maintenance and mission risk.
  • Prepare or review Scopes of Work (SOW), cost estimates, drawings, and technical specifications for repair, sustainment, and recapitalization projects.
  • Oversee implementation of sustainment, restoration, and modernization (SRM) projects, ensuring quality control and compliance with UFC, IBC, DoD, and Host-Nation standards.
  • Support AFCEC and installation inspections (e.g., SAVs, AMP Audits, Environmental Compliance Assessments).
  • Manage lifecycle planning for roofs, foundations, pavements, and other structural assets under CE Engineering responsibility.
  • Represent the AMP in AMP Working Groups, SAWG, WRRB, and other CE governance forums.
  • Interface with AFCEC, USG representatives, and CORs on asset conditions, project justification, and long-range funding priorities.
  • Provide mentoring and training to CE Engineering staff on AMP methodology, BUILDER data entry, and lifecycle planning.
  • Support PCM section with design review input for structural compliance and maintainability.
  • Collaborate with Operations Flight to align Preventive Maintenance (PM) data and work orders with BUILDER condition indices.
Basic Qualifications
  • Bachelor’s degree in civil or Structural Engineering or a related discipline.
  • Minimum 7 years of experience in facility structural engineering, asset management, or lifecycle infrastructure planning.
  • Demonstrated proficiency with BUILDER SMS or equivalent asset management tools.
  • Familiarity with DoD/USAF Civil Engineering processes, AMP Playbooks, and CE governance structure.
  • Strong understanding of facility condition indices (FCI), lifecycle costing, and SRM funding categories (P1/P2/P3).
  • Fluency in English and Turkish (oral and written).
  • Valid Class B driver’s license.
Preferred Qualifications
  • Professional registration or equivalent (e.g., Turkish Chamber of Civil Engineers, PE license).
  • Experience within a U.S. military base operations environment.
  • Advanced knowledge of construction standards, design codes (UFC, IBC, Eurocode), and quality management systems.
  • Strong analytical and presentation skills, including use of MS Excel dashboards, Power BI, and GIS mapping tools.
  • Proven ability to manage multidisciplinary teams and contractors in a cross-cultural environment.
