We are working closely alongside a Local Authority in City of Westminster to assist with the appointment of a Technical Surveyor, on a 3-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

£237.31 - £326.88 per Day

Summary

The Technical Surveyor plays a critical role in supporting Westminster City Councils Housing Services, ensuring that investment and refurbishment works across the housing stock are well-designed, technically robust, and provide Value for Money for both the Housing Revenue Account (HRA) and leaseholders.

Working closely with Asset Strategy, Service Providers, and internal stakeholders, the role leads on the technical appraisal of Client Briefs, Task development, Project Execution Plans, and Service Provider Proposals during the pre-construction phase. The Technical Surveyor ensures that technical solutions are compliant, achievable, risk-managed, and aligned with the Partnering Agreement.

The postholder will act as a technical adviser, supporting planning, design, compliance, budget development, and programme assurance, while contributing to continuous improvement, design standards, stakeholder engagement, and customer-focused service delivery.

Responsibilities
  • Working closely with Asset Strategy, to technically challenge Client Briefs to ensure they comprehensively fulfil the investment needs for any properties within the Investment Programme and in doing so minimising variations and any inefficiency for Service Providers.
  • To be the technical lead for the development of Tasks within the Investment Programme undertaking objective and thorough appraisals of any proposed solutions/proposals from the Service Providers.
  • Providing the Commissioning Manager with information to inform progress monitoring and actions to ensure the efficient delivery of the Investment Programme.
  • To promptly investigate and respond to technical Requests for Information from Service Providers and positively resolve problems identified within the Investment Programme or individual Tasks.
  • To be the technical lead for the development/drafting of Design Standards for building components and other innovative solutions to ensure any works completed provide Value for Money for the HRA and Leaseholders.
Qualifications
  • Degree (or equivalent) in surveying, construction, engineering, or related discipline.
Requirements
  • Membership of a relevant professional body (e.g., RICS, CIOB, CIAT, ICE).
  • Proven experience working in a technical surveying environment delivering high-value or complex construction/engineering projects.
  • Strong technical track record delivering compliant, defect-free projects.
  • Experience with construction programming, resource management, and contract administration.Strong understanding of design, coordination, and contract management processes.
  • Practical knowledge of construction methods, building components, plant/equipment, and specification writing.
  • Experience working with partnering contracts (e.g., TPC).
