Job Title: Systems & CAFM Development Manager

Reporting To: Associate Director of Estates & Facilities

Location: Capital Estates & Facilities Building Engineering Maintenance (BEM)

Type: Permanent - Full Time (37.5 hours per week)

Salary: 53754 per annum (Band 8a equivalent)

Mode: On-site

Job Purpose

The Systems & CAFM Development Manager will act as a senior member of the Estates & Facilities team responsible for overseeing the development operation and optimization of systems supporting Building Engineering Maintenance (BEM). The role ensures effective management of CAFM systems asset data maintenance planning compliance reporting and related digital processes.

The post-holder will drive continual improvement, ensure data integrity, support project delivery and contribute to maintaining a safe, efficient and compliant estate.

Key Responsibilities
Leadership & Management
  • Lead and support maintenance providers (direct and contracted) to deliver a high-quality integrated Estates service.
  • Manage directly employed staff including recruitment, performance management, appraisals, training and development.
  • Promote and uphold Clients values ensuring a safe, effective and customer-focused service.
  • Ensure appropriate structures, communication channels and operational planning are in place across BEM.
Operational & Service Delivery
  • Oversee the planning and programming of planned preventative maintenance (PPM) and reactive tasks.
  • Regularly review PPM schedules and align them with available resources, operational priorities and risk levels.
  • Drive continuous improvement through audits, performance monitoring, KPI reporting and customer feedback.
  • Ensure compliance with statutory mandatory and organisational policies procedures and guidelines.
Systems & Data Management (Role‑Specific)
  • Act as the lead for systems used by the BEM team including the CAFM system (Concept).
  • Maintain and update the electronic asset database ensuring accuracy, consistency and completeness.
  • Oversee system software upgrades, troubleshooting, regular backups and user training.
  • Manage modules including planned/reactive maintenance work orders, helpdesk, service contracts and asbestos management.
  • Produce accurate data for KPIs, compliance reports, FOI requests, ERIC returns and CAS alerts.
  • Develop and maintain document management structures and act as the gatekeeper for folder access and integrity.
  • Lead projects related to BEM data asset collection programmes and process development.
Compliance & Technical Oversight
  • Ensure adherence to Health & Safety regulations, Estates technical standards, SFG20, PAM requirements and Client policies.
  • Provide technical and managerial leadership on systems and processes within the post holders control.
  • Support risk management processes including maintaining risk registers and communicating technical issues to non-technical stakeholders.
  • Develop and implement departmental policies, procedures, safe systems of work and quality initiatives.
Strategic Planning & Reporting
  • Assist in developing annual business plans, backlog maintenance strategies and long-term Estates planning.
  • Provide specialist advice on operational / maintenance requirements of a large hospital or technical environment.
  • Ensure accurate personnel and operational records are maintained.
  • Lead recruitment, disciplinary procedures and capability management in line with Client policy.
General Duties
  • Uphold all Client policies including Health & Safety, Risk Management, Data Protection and Information Governance.
  • Promote a culture of safety, courtesy, professionalism and continuous improvement.
  • Undertake other duties relevant to the role as required.
