Job summary

A leading public sector organization in Greater London is seeking a Strategic Finance Business Partner. This key role involves acting as the finance lead for a Service Directorate, providing financial guidance and support. Qualifications

Summary

The Strategic Finance Business Partner is a Tier 3 (Service Manager) role within the Operational Finance service, reporting to the Operational Finance Manager. The core purpose is to act as a finance lead and business partner for a Service Directorate management team, providing a full range of financial direction, support, and guidance for both revenue and capital. The post holder will be a crucial link, translating complex financial data for non‑financial stakeholders, challenging senior managers on financial management, and supporting the development of the Directorates' strategic financial plans to align with the Council's medium‑term financial strategy. This role involves managing a small team of direct and indirect reports and deputising for the Head of Finance as required.

Responsibilities
  • Support Senior Management and budget managers in delivering their budget management responsibilities.
  • Take lead responsibility for financially significant and technically complex areas of the budget and lead/participate in cross‑cutting projects.
  • Ensure that the statutory accounting requirements with respect to the Directorate are met and cover legislative changes that may have a financial impact.
  • Represent the Section 151 Officer in ensuring the proper administration of financial affairs within the Directorate, including compliance with professional standards, statutory responsibilities, and financial regulations/Standing Orders.
  • Deputise for the Head of Finance at Senior Management Team meetings, member briefings, and other meetings as required.
  • Ensure compliance with Financial Standing Orders and all other financial policies and procedures.
Essentials
  • Fully qualified Accountant (CIPFA, ACA, ACCA, CIMA).
  • Educated to degree level or equivalent.
  • A minimum of 2 years post‑qualification experience.
  • Experience as a finance professional in a large and complex public sector organisation and an understanding of the annual financial cycle/regime within local authorities.
  • Comprehensive understanding of statutory and regulatory financial framework for local government.
  • Evidence of devising successful financial strategies in an operational finance setting, both within service areas and cross‑cutting boundaries.
  • Advanced technical financial skills such as capital investment appraisal, options appraisal, financial modelling, benchmarking, and appropriate financial inputs into business cases.
