Halton Borough Council is seeking an experienced planning and highways lawyer to join our legal team on a locum basis. This role offers the opportunity to work on a varied caseload, supporting the council in delivering high-quality legal services across planning and highways matters.

Responsibilities

• Provide clear, practical legal advice to internal clients on planning and highways matters.
• Draft and negotiate planning obligations under section 106 agreements.
• Draft and negotiate highways agreements under section 278.
• Advise on stopping at borders and associated highways issues.
• Ensure compliance with statutory requirements.

Requirements

• Qualified solicitor, barrister or chartered legal executive with relevant practising certificate
• Strong knowledge of planning and highways law
• Demonstrable experience with section 106 and section 278 agreements
• Experience advising on stopping at borders and related highways matters
• Excellent drafting, communication and negotiation skills
• Ability to work independently and manage a varied caseload

This is a locum position offering £45 per hour. The role provides flexibility, professional challenge, and the opportunity to contribute directly to the delivery of important local projects.
