Are you an experienced Tenders Manager or NHS / Healthcare Commissioner seeking a new challenge or shift in career direction? Do you have a passion for researching and writing compelling competitive tender responses?

We need a Senior Tenders Manager to join our team at Cygnet – this is a new position created by our Executive Management Board reflecting its operational importance.

Cygnet was established in 1988. Since then we have developed a wide range of health and social care services for young people and adults with mental health needs, acquired brain injuries, eating disorders, autism and learning disabilities within the UK.

You will be joining our team on a full time, 40 hours per week basis based at our site in Westminster. We also welcome applications from candidates who may request to work on a hybrid basis, or at our Sevenoaks, Kent office.

The Role

To work as a senior member of the Tenders Team, and support the Tenders Director to research, interview subject‑matter experts, gather evidence, write, and develop to a high standard of quality, compelling, bid‑winning responses that exceed customers’ expectations in Health and Social Care. This is an important role in ensuring Cygnet remains a prime Provider of mental health, LD, autism and other services to the NHS and Local Authorities by securing new / retaining existing block contracts, as a provider on frameworks, and supporting direct approaches from commissioners to provide services. The role will liaise with professionals across the organisation (Operations, Commercial / Sales, and support functions) to ensure the right evidence is gathered, and multiple tenders are simultaneously managed to ensure timely and compelling submissions. The role will deputise as required for the Tenders Director, support the identification of opportunities in the market, and support the ongoing development of the Tenders Strategy and planning.

Summary of Responsibilities
  • To research, gather relevant evidence, develop, and write / edit, persuasive and compelling content in response to questions in commissioner / buyer tender requirements and specifications.
  • To work with the Tenders Director to review drafted tender responses to ensure compliance with commissioner requirements, including final editing, before final submission.
  • To ensure tender responses, and support to development / create presentations that effectively support the securing of block contracts, preferred provider contracts, direct commissioner approaches, and framework opportunities.
  • To thoroughly research, scrutinise documents, and identify insights that will support the writing of compliant and winning bids.
  • To lead and manage tender response projects to submission, and continuing to contract signing, and handover to the contracts team, and Operations.
  • To support the identification of contract opportunities, including their analysis / triaging to determine a bid / no‑bid decision with the Tenders Director.
