Job Summary

The North Midlands & Black Country Procurement Group (NMBC) is a partnership of the University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall NHS Trust (WHT), Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT), Midlands Partnership NHS Foundation Trust (MPFT), Black Country Healthcare Foundation Trust (BCHFT) and Midlands & Lancashire Commissioning Support Unit (MLCSU). NMBC is responsible for strategic and operational procurement for these trusts, managing expenditure over £600 million across the Midlands and Black Country health economies.

Working Pattern

Partial home working (2 days per week) and full-time, flexible working. Annual leave starts at 27 days on appointment, increasing to 29 days after 5 years and 33 after 10 years, with potential flexi‑leave accrual.

Responsibilities

The Senior Strategic Procurement Manager reports to the Head of Strategic Procurement – Medical, manages a portfolio of clinical and medical contracts, and leads a team of five staff. Key duties include delivering savings targets, ensuring compliance with EU procurement legislation and UK law, and supporting the local procurement strategy to maximise value.

Person Specification
Qualifications
  • Member of the CIPS (Level 6) or a BSc in Business/Procurement related subject.
  • Evidence of ongoing professional training and a consistent personal development history.
  • Postgraduate qualification (e.g., Masters degree) – desirable.
Experience
  • Management of a strategic procurement team: delivery of objectives, team support, direction and prioritisation (ideally within the public sector).
  • Significant senior suppliers and procurement experience.
Knowledge, Skills, Training and Experience
  • Strategic sourcing, procurement advice, detailed knowledge of EU/UK directives and legislation.
  • Experience leading complex procurements, working with multiple stakeholders, and evaluating clinical and non‑clinical equipment selection processes.
  • Excellent negotiation and financial adjudication skills for complex high‑value contracts.
  • Independent problem‑solving, strong analytical and presentation skills.
  • Staff leadership, contract and supplier management, project management, and the ability to work under pressure.
  • E‑Tendering systems experience and proven track record in achieving significant cash‑releasing savings – desirable.
Personal Qualities
  • Ability to influence senior staff and gain credibility in clinical and management settings.
  • Diplomatic, assertive when required, highly self‑motivated, and capable of handling a multi‑item agenda.
