Senior Manager, HR Regulatory Operations, SMCR/MiFID II – (London based) – Royal Bank of Canada

Job Description

You will own, design, coordinate, manage, oversee and deliver HR operational processes on a cross‑entity and cross‑platform basis that relate to compliance with the Senior Manager & Certification Regime (SMCR) and Markets in Financial Instruments Directive II (MiFID II).

You will also be the subject matter expert (SME) for all SMCR related matters regarding the Certification regime on a cross‑platform basis.

You will lead, enable and support the Director, Head of UK & Europe HR Operations as well as the MD, Head of HR with the implementation of HR regulatory operational initiatives.

What will you do?
  • Manage the HR Regulatory Operations team, upskilling members and providing ongoing coaching.
  • Own, design, coordinate, manage, oversee and deliver HR operational processes that relate to compliance with SMCR, including onboarding of regulated individuals, certification, FCA Directory updates, fitness & propriety assessments and committee reporting.
  • Coordinate and collate HR‑related regulatory responses and liaise directly with regulators on FCA Register matters.
  • Escalate regulatory risks to senior stakeholders through the Fitness & Propriety Forum and represent HR regulatory operations at the SMCR Oversight Committee.
  • Identify regulatory change and interpret its impact on HR regulatory operations, covering SMCR reforms, FCA/PRA publications and findings.
  • Design and present recommendations to senior stakeholders to mitigate regulatory risk.
  • Create, maintain and apply policies and procedures for SMCR HR operations activities.
  • Lead special projects as required.
  • Manage third‑party supplier relationships for the SMCR system solution provider, including account oversight, process improvements, contract renewals, procurement exercises and data privacy reviews.
  • Own design and management of operational processes related to MiFID II, such as annual Knowledge & Competence assessments, to ensure regulatory compliance.
  • Oversee all SMCR and MiFID data held within the regulatory management system and manage related data processes.
  • Serve as the main point of contact for all audit and compliance monitoring topics related to HR regulatory operations.
  • Oversee the annual OSFI rescreening process to ensure compliance with enterprise policy.
