About the business unit

The Advisory and Programme Delivery (APD) unit provides project, programme, and commercial management (PPCM) services, along with advisory solutions across sectors like built environment, defence, energy, water, environmental, transportation, health, and care.

We tailor solutions to address client challenges, combining top-tier project expertise with extensive programme delivery and advisory services. Our services support projects up to £20bn and include disciplines such as programme management, project management, controls, scheduling, cost management, estimating, infrastructure finance, management consulting, digital consulting, and health and care management.

Key responsibilities
  • Lead projects and teams independently
  • Provide mentorship to early-career professionals
  • Develop cost estimates throughout all project stages
  • Collaborate with stakeholders to define estimating scope
  • Manage Work Breakdown and Cost Breakdown Structures
  • Support risk and contingency management
  • Communicate basis of estimate reports effectively
  • Implement best practices and promote sustainability in estimating processes
Candidate specification

Essential:

  • Proven experience in delivering or leading cost estimates at various project stages
  • Degree in Engineering, Construction Management, Quantity Surveying, or relevant experience
  • ACostE, MRICS, or MCIOB qualification, or working towards it
  • Experience with estimating software like CANDY, CONQUEST, or CAUSEWAY COST EX
  • Extensive infrastructure project experience, preferably in water sector
  • Ability to build effective client and team relationships
  • Understanding of TOTEX calculations
