Overview

Harlow Council is seeking an experienced Senior Commercial Property Manager / Estates Surveyor to lead on the delivery of estate and property management services across its extensive and diverse non-housing land and property portfolio. This is a high-profile role that will support the town’s regeneration, maximise income, and ensure effective estate management across a wide range of investment, community and operational assets. You will lead the Commercial Property Management Team and act as the Council’s principal representative in all landlord and landowner matters. This role combines strategic leadership, operational delivery, and professional expertise in property management, estate surveying, valuation, and regeneration.

Key Responsibilities
  • Leading on the implementation of the Council’s Asset Management Strategy.
  • Managing and developing the Commercial Property Management Team.
  • Overseeing lease negotiations, rent reviews, and service charge management.
  • Leading on property acquisitions, disposals, and valuations.
  • Providing strategic advice on estate management and property law.
  • Supporting regeneration projects and infrastructure delivery.
  • Ensuring statutory compliance and maintenance of robust property data systems.
  • Representing the Council in legal, financial, and stakeholder negotiations.
  • Championing cross-service initiatives and collaborative working.
Experience and Skills
  • Degree or postgraduate diploma in surveying or property management.
  • Extensive experience in commercial property and estate management.
  • Strong leadership and strategic planning capabilities.
  • In-depth knowledge of landlord & tenant law, valuation principles, and asset management.
  • Excellent negotiation, communication, and analytical skills.
Benefits and Terms

Salary: £58,441 - £60,717 per annum, Grade 18
