Job description

We are seeking an experienced and motivated SEN Case Officer to support the delivery of a high-quality, child‑centred Special Educational Needs (SEN) service. This role plays a key part in ensuring that children and young people with SEND receive the provision, support and opportunities they need to thrive from early years through to post‑16/19 education. The successful candidate will be responsible for managing all aspects of the statutory Education, Health and Care (EHC) assessment and review process, working collaboratively with families, education providers and multi‑agency professionals. The role includes direct responsibility for statutory phase transfer processes and the timely completion of annual reviews. This position is suited to a detail‑oriented professional with strong knowledge of SEN legislation, excellent communication skills, and the ability to manage a complex caseload effectively.

Statutory SEN Case Management
  • Administer and manage Education, Health and Care (EHC) needs assessments in line with statutory requirements.
  • Oversee the annual review cycle, ensuring all reviews are processed, quality‑assured and completed within regulatory timescales.
  • Lead and coordinate the statutory phase transfer process, meeting all key deadlines.
  • Engage with families, young people, schools and professionals to gather information, explore provision options and agree the best way forward.
  • Draft, amend and finalise EHC Plans in accordance with legal standards and best practice.
  • Ensure decisions and processes are accurately recorded, monitored and escalated appropriately when required.
Consultation & Multi‑Agency Liaison
  • Consult with early years settings, schools, colleges, health partners, social care and other relevant professionals to support decision making.
  • Provide clear, child‑centred communication to parents and carers, ensuring they understand processes, timelines and decisions.
  • Participate in meetings, panels and case discussions, providing informed advice based on statutory duties and professional judgement.
Compliance & Quality Assurance
  • Ensure all casework complies with SEND legislation, the SEND Code of Practice, and organisational policies.
  • Maintain accurate, up‑to‑date electronic case records in accordance with quality standards and information governance requirements.
  • Support continuous improvement by identifying service challenges, risks and opportunities for development.
Customer Service & Collaboration
  • Work collaboratively with colleagues, contributing to a positive, supportive team environment.
  • Respond professionally and sensitively to complex or emotionally challenging situations involving families.
  • Promote effective partnership working with education providers and external agencies.
People
  • Provide accessible, accurate advice on SEND processes and statutory duties.
  • Support families through complex decision‑making and transitions.
  • Contribute to a respectful, inclusive and supportive team culture.

  • No direct budget responsibilities, but ensure efficient use of resources through accurate assessments and placement decisions.

  • Escalate complex or contentious cases appropriately while providing well‑reasoned professional advice.
  • Experience working within SEND (e.g., local authority, education setting, health or care services).
  • Strong working knowledge of the SEND Code of Practice, EHC processes and relevant legislation.
  • Ability to manage a high‑volume caseload and meet statutory deadlines.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills with the ability to build positive relationships with families and professionals.
  • High level of accuracy, organisation and attention to detail.
  • Ability to analyse reports, professional advice and assessments to inform decision‑making.
  • Proficiency in IT systems including Microsoft Office and case management software.
  • Relevant qualification at degree level or equivalent professional experience.
Desirable
  • Experience supporting statutory phase transfers.
  • Knowledge of education pathways from early years to post‑19.
  • Experience working within a local authority SEN service.

  • Ability to travel locally to attend meetings or visits when required.
