Revenues & Recovery Manager

Location: Braintree

Contract Type: Full-Time, Permanent

Hours: 37 hours per week

Salary: £48,945 - £53,082 per annum

Minerva Recruitment is recruiting for an experienced Revenues & Recovery Manager to join the organisation on a full-time, permanent basis.

This is a senior leadership opportunity for a motivated and commercially minded revenues professional with a strong background in local taxation and debt recovery. The successful candidate will lead the Revenues & Cashiers team, overseeing the billing, collection, and enforcement of Council Tax, Business Rates, and other service income.

The Role As Revenues & Recovery Manager, you will play a key role within the senior Revenues and Benefits management team, ensuring the delivery of a compliant, efficient, and customer-focused revenues service. You will be responsible for driving performance, maximising income collection, and minimising loss and avoidance, while supporting service improvement and future planning.

You will also contribute to shaping the future of the Revenues service as the authority prepares for local government reorganisation across Greater Essex.

Key Responsibilities
  • Provide strategic leadership, management, and motivation to the Revenues & Cashiers team
  • Ensure consistent practices, high standards, and informed decision-making across the service
  • Plan workloads and resources to meet statutory timescales and service demands
  • Advise on legislative requirements and the development and application of relevant policies and procedures
  • Ensure revenues data is accurately maintained, analysed, and reported
  • Provide specialist technical advice on complex local taxation and recovery cases
  • Oversee the completion of statutory and non-statutory revenues returns
  • Manage annual billing and year-end processes for Council Tax and Business Rates
  • Make decisions on complex local taxation matters
  • Handle challenging customer situations and complaints, ensuring effective resolution
Skills & Abilities
  • Proven experience managing teams and driving performance improvement
  • Strong interpersonal skills with the ability to build effective working relationships
  • Ability to work under pressure, solve complex problems, and influence decision-making
  • Strong analytical skills, using management information to inform service delivery
  • Confidence in promoting the effective and secure use of IT systems and digital processes
Knowledge & Experience
  • Extensive knowledge of Council Tax, Business Rates, and local authority debt recovery and enforcement
  • Strong understanding of local government operations, policies, and procedures
  • Demonstrable experience delivering high-quality outcomes through effective team management
  • Experience using local tax systems such as Civica Open Revenues or similar
Qualifications
  • IRRV qualification (or equivalent) with relevant professional experience
  • Management qualification desirable
