Overview

To lead, manage, and deliver mechanical and electrical (M&E) projects across the Council's housing, corporate, and community property portfolio. The role ensures projects are delivered on time, within budget, and to high standards of safety, compliance, and quality, supporting the Council's commitment to providing safe, sustainable, and efficient buildings for residents, staff, and stakeholders.

Responsibilities
  • Manage end-to-end delivery of M&E projects (heating, ventilation, air conditioning, electrical installations, renewable energy systems, lifts, compliance upgrades, etc.).
  • Lead on feasibility studies, technical appraisals, procurement, and contractor management.
  • Ensure projects comply with statutory requirements, health & safety regulations, and Council policies.
  • Oversee contract administration (JCT, NEC, or similar), including variations, valuations, and final accounts.
  • Work closely with consultants, contractors, and internal stakeholders to achieve project objectives.
  • Monitor budgets, track expenditure, and provide regular project progress reports.
  • Manage risk assessments, method statements, and compliance documentation.
  • Contribute to sustainability goals, ensuring projects support energy efficiency, decarbonisation, and net-zero targets.
  • Support continuous improvement in service delivery and customer satisfaction.
Essential Skills & Experience
  • Proven experience in project management within mechanical or electrical services (preferably in local authority, housing, or public sector environments).
  • Degree, HNC/HND, or equivalent qualification in Mechanical/Electrical Engineering, Building Services, or related discipline.
  • Strong knowledge of building regulations, CDM regulations, and statutory compliance in M&E works.
  • Excellent stakeholder management skills, with the ability to communicate technical issues clearly to non-technical audiences.
  • Demonstrable experience managing budgets, procurement, and contracts.
  • Strong IT and reporting skills, including MS Project or similar project management tools.
