About HALO: The HALO Trust is the worlds largest mine action organization, operating in 30 countries and territories and employing around 10,000 people. HALOs mission is to protect lives and restore livelihoods, supporting resilience-building in conflict-impacted communities through health, infrastructure and environmental projects, including reducing adverse environmental impacts and promoting more sustainable practice.
In HALOs Horn of Africa Region, a Pre-Clearance Environmental Assessment Tool (PEAT) is being developed to support landmine clearance operators in identifying, mitigating, and managing environmental impacts. The tool aims to prioritize wider community participation in data collection and decision making, while maintaining IMAS compliance.
The current draft outlines the conceptual framework, methodology, and implementation process; further development is required to finalize the tool for trials and operational use.
HALO seeks a consultant to refine the tools structure and content, ensuring alignment with standards and best practices in environmental assessment.
The PEAT survey takes place in relation to confirmed minefields identified and surveyed by HALO staff. It is implemented at individual minefields before landmine clearance begins and should guide operations to limit significant adverse impacts on natural areas. Communities adjacent to the minefield are predominantly rural, with livelihoods tied to the land and will be the primary data source.
Current stages include:
Provide technical and editorial support to finalize the PEAT document, ensuring guidance sections and annexes are complete, coherent, and aligned with best practices in environmental assessment and humanitarian mine action standards in preparation for trial.
If you wish to be considered for this consultancy, please submit a CV or organisation profile and a short cover letter outlining your relevant experience. The closing date for applications is 30th September 2025.
