An exciting opportunity has arisen for the role of Practice Business Manager at Forrest Medical Centre. The list size is approximately 13,000 patients. This is a full time role. Part time hours may be considered for the right candidate.

The partners are forward-thinking and looking for an exceptional leader with strong business management skills, particularly in strategic management, human resources HR, project management, public relations, financial planning, income generation and budgeting.

The successful candidate will need to be able to work collaboratively with the practice manager and the partners, as a group and individually, to develop and implement strategies.

We are looking for a confident and resilient individual with excellent communication skills. It is essential that the new manager can ensure that the practice continues to run smoothly, exploring opportunities for collaborative working and income generation.

We are open to change and looking to develop future systems and services, in addition to those already offered that support excellent patient care and continued financial viability.

Previous NHS experience is essential; primary care management experience is desirable. Those without primary care experience will need to demonstrate transferable knowledge and skills.

Main duties of the job

The partners are looking for an excellent team player and motivator, working with the partners and the wider practice team, including the Practice Manager. They will also work collaboratively with the Primary Care Network (PCN), exploring opportunities.

The focus will be on future stability and managing growth and they will have awareness and manage the current opportunities and threats for health service providers. The practice and partnership are open to change and looking to develop future systems that support excellent patient care.

About us

The Partners have roles in the local Integrated Care System, Primary Care Network, NHS England and Warwick Medical School.

The practice is a member of Go West Primary Care Network (PCN) which comprises of six practices. Their aims include providing high quality patient centred healthcare and working with local partners to ensure sustainability for local health services for the future. The practice is also a member of Coventry and Rugby GP Alliance.

The health and wellbeing of staff and patients is always the main priority, and the partnership is continuously looking at ways of improving both the patient care provided and staff morale. The practice organises an annual charity challenge, often in the form of a sponsored trek, plus multiple social events, open to all staff throughout the year.

The practice is an experienced training practice and provides training and development for medical students, doctors at all stages of their training and other allied health professionals.

The team includes 6 Partners, 5 salaried GPs, a comprehensive nursing team with an ANP, practice nurses and health care assistants. The practice also benefits from close working with other allied health professionals including clinical pharmacists, musculoskeletal practitioners, an occupational therapist, mental health support workers and social prescribers. In addition, the practice has an experienced and skilled reception and administration team.

Job responsibilities

Job purpose

The focus of the role is strategic planning and future proofing, which will include overseeing the management of the practice, optimising efficiency, and financial performance. Ensuring the practice achieves its long-term strategic objectives in a safe and effective working environment.

Through innovative ways of working, and along with the Management Team promote continuous improvement, confidentiality, service delivery, learning and development, profitability and ensure the practice complies with all statutory (including CQC) regulations. Also explore all opportunities for collaborative working including engagement with the PCN and ICB.

Primary responsibilities

The following are the core responsibilities of the Practice Business Manager. There may be, on occasion, a requirement to carry out other tasks. This will depend on factors such as workload and staffing levels.

The Practice Business Manager is responsible for:

  • Supporting the Practice Manager in the functional management of clinical and administrative staff.
  • Maintaining and ensuring compliance with HR legislation.
  • Reviewing staffing levels inline with the practice joint working policy where required.
  • Managing the financial elements of the practice, including budgets, bank accounts, petty cash, payroll, payments, and receipts. This also includes Primary Care Network (PCN) income and expenditure, ensuring financial and contractual scrutiny is given on all transactions and activity.
  • Ensuring the practice explores all opportunities to maximise income and reduce expenditure in collaboration with the partners/practice manager implementing these opportunities where appropriate which may include streamlining processes over both sites.
  • Briefing partners, when required, on all financial and strategic matters, including forecasting and future sustainability.
  • Working with the team to reach QoF (Quality and Outcomes) targets, Enhanced Services and all other quality incentive schemes assigned up to by the practice.
  • PCN working with the practices clinical lead/director, Practice Manager and PCN Manager to ensure that the practice team are kept up to date on PCN activities, future and recruitment opportunities. Attend PCN meetings and briefing the partnership when required.
  • The practice lead for the development of the practice building ensuring it is a fit for purpose and in line with NHS estates policy and are utilised effectively for delivering clinical care and support functions. Supporting the management of the estates and facilities, including health and safety aspects such as risk assessments and mandatory training.
  • Leading and coordinating all projects within the practice, including 6‑month review plan (this could include developing the PCN, the further development of the practice, planning, risk‑assessing and staffing reviews).
  • Coordinating the compilation and review of practice reports, including the practice development plan (PDP), business development plan, and business continuity plan. Exploring examples of good practice to influence the planning of the practice priorities which may include writing business cases and service level agreements.
  • Ensuring ongoing practice CQC compliance. Managing the process by which the practice maintains registration under the CQC. Working with the team and partners in preparation for CQC inspections.
  • Developing and coordinating an effective communication strategy (internal and external).
  • Ensuring the practice maintains compliance with its NHS contractual obligations.
  • Providing support to the partners and the partnership to ensure excellent team‑working and a sound legal framework, including the recruitment of new partners, organisation of away days, and planning meetings.
  • Chairing and overseeing effective business meetings. Also ensure the practice has effective practice, departmental and clinical meetings etc with clear agendas, minutes, and action plans.

Secondary responsibilities

In addition to the primary responsibilities, the Practice Business Manager may be requested to:

  • Deputise for the Partners at internal and external meetings.
  • Deputise for the Practice Manager when required.
  • Act as the primary point of contact for NHS (E), ICB, community services, suppliers and other external stakeholders.
  • Partake in audit as requested by the audit lead.

The postholder will be expected to:

Manage their own time effectively, and plan and meet personal and practice targets.

Manage their own personal development through reflection and feedback from Partners and colleagues.

Ensure that personal training needs are identified and met.

Other terms

Probationary period

There will be a six‑month period of mutual assessment, during which time the period of notice will be one month for both the surgery and the candidate.

Once the probationary period has been completed, there will be a three‑month period of notice on either side to terminate the employment.

Annual leave and Continued Professional Development

Annual leave entitlement will be six weeks plus statutory public holidays pro rata for part time working. Time off to attend relevant training courses and updates will be approved in advance with the agreement of the partners.

Hours of work

This is a senior salaried role. This is a full time role, 37.5 hours per week, (opportunities to work four/five days per week are available, specific days/working pattern to be agreed by the partners, prior to starting), although the postholder is expected to work flexibly to fulfil the duties of the role. Part time hours may be considered for the right candidate.

Entrance into the NHS Pension Scheme is automatic unless the postholder selects to opt out of the scheme. This is a contributory scheme by both employee and employer. There is no alternative scheme available, unless you have retired from the NHS Pension Scheme, in which case you can join an alternative provider.

The salary, depending on skills and experience, will be in the region of £55,000 - £60,000 (FTE pro rata) per annum.
