About the Role

We are seeking a dynamic and experiencedOperations Manager – Planned Maintenanceto lead the delivery of our capital investment programme and planned maintenance services. This is a pivotal role within the Housing Assets team, responsible for ensuring high-quality, customer-focused, and value-for-money services for our tenants.

You will manage a multidisciplinary team of technical professionals, oversee the procurement and delivery of maintenance contracts, and ensure compliance with Decent Homes standards, health and safety regulations, and strategic housing objectives.

Key Responsibilities
  • Lead the delivery of the Council’s planned maintenance and capital investment programmes.
  • Manage and motivate a team of surveyors and specialists to deliver high-performing services.
  • Oversee procurement, contract management, and compliance with financial and regulatory standards.
  • Ensure accurate stock condition data and effective asset management planning.
  • Drive service improvement through performance monitoring, resident feedback, and innovation.
  • Represent the Council in meetings with stakeholders, residents, and external partners.
What We’re Looking For

We’re looking for a confident leader with:

  • Full membership (or working towards) of RICS or CIOB and a relevant degree.
  • A strong background in contract/project management within housing or a related field.
  • Excellent knowledge of building technology, asset management, and housing systems.
  • Proven ability to manage budgets, lead teams, and deliver results under pressure.
  • Strong communication, negotiation, and IT skills, including use of databases and reporting tools.
  • A customer-focused, innovative, and flexible approach to service delivery.

A retrofit qualification and experience working in or with local authorities would be advantageous.

Other Requirements
  • A full driving licence and access to a vehicle for business use.
