Operating Cost and Value Lead

I am supporting a major national rail infrastructure programme in identifying an Operating Cost and Value Lead. This role sits within the central Infrastructure function and focuses on the long term commercial performance of the railway once in service. It will suit someone experienced in managing operational cost models, shaping governance, and establishing the controls that underpin long term value.

Responsibilities
  • Continue to develop and deliver the programme's Operational Cost Baseline Management Plan, putting in place processes, decision pathways and delegated authority to demonstrate clear ownership of all operational cost elements across assets, liabilities and long term obligations.
  • Act as the client for the 60‑year operational cost estimate, overseeing complex commercial and economic modelling and ensuring assumptions are robust, transparent and actively managed.
  • Influence senior leaders, work with economists, commercial analysts and programme stakeholders, and raise the maturity of operational cost management to match that of capital expenditure.
  • Ensure the long‑term operating cost position is well understood, well governed and aligned with the programme's strategic outcomes.
  • Adapt the baseline Operating cost model as external stakeholders feed into the programme, undertaking horizon scanning and modelling how the railway could operate various revenue streams, combining long‑term projections with short‑term accuracy.
  • Work with various estimating teams to produce the operational cost baseline, help fix it in place and control it.
