Mechanical Estates Officer

The closing date is 30 December 2025.

The Mechanical Estates Officer will be responsible for the effective management, maintenance, and compliance of all mechanical building services across Blackpool Teaching Hospitals NHS Trust. This includes heating, ventilation, air conditioning (HVAC), hot and cold water systems, medical gases, drainage, and other associated plant and equipment. The role involves providing technical expertise, ensuring statutory compliance (including HTM and HBN guidance), managing planned preventative maintenance (PPM) and reactive maintenance, and delivering high-quality estates support to clinical and non-clinical services.

Main duties of the job

Manage, plan, and supervise mechanical maintenance and installation works across the Trust estate.

  • Ensure compliance with statutory regulations, HTM/HTM 03, HSE guidance, Water Safety, Legionella (ACoP L8), and other NHS-specific standards.
  • Act as Authorised Person (AP) or Responsible Person (RP) in designated specialist areas.
  • Carry out site inspections, audits, and condition surveys of mechanical plant and equipment.

Job responsibilities
  • Maintain accurate statutory and operational records in line with CAFM and estates policies.
  • Ensure PPM schedules are up to date and delivered within compliance timeframes.
  • Participate in water safety and ventilation groups, providing specialist technical input.
  • Assist in risk assessments and implement safe systems of work.
  • Support sustainability initiatives, including energy reduction, carbon savings, and mechanical system efficiency improvements.
Person Specification
Experience and Knowledge
  • Experience in mechanical building services maintenance and project management.
  • Experience managing contractors and supervising maintenance teams.
  • Previous experience in a healthcare/NHS environment.
  • Demonstrated knowledge of statutory compliance requirements and HTM/HBN guidance.
Education and Qualification
  • HNC/Degree in Mechanical Engineering or Building Services.
  • Recognised apprenticeship/trade background in mechanical engineering.
  • Membership of a relevant professional body (e.g., IMechE, CIBSE).
  • Authorised/Responsible Person training in specialist areas.
  • IOSH/NEBOSH certification.
Skills and Ability
  • Strong knowledge of HVAC, water systems, medical gases, pressure vessels, and other critical mechanical plant.
  • Understanding of CAFM systems, PPM scheduling, and statutory record keeping.
  • Excellent problem‑solving, diagnostic, and decision‑making skills.
  • Ability to manage budgets, resources, and maintenance programmes effectively.
  • Strong IT skills, including Microsoft Office and estates‑related systems.
