Elec Supervisor
Perm salary negotiable circa £53-55K

ROLE SUMMARY
  • Responsible for the operational management of the building and engineering services on the PFI estate, including staff & sub‑contractor management.
  • Has responsibility for ensuring that engineering maintenance, including contract work, is carried out to appropriate standards and specifications in line with the Project Agreement.
  • Provides expert specialist and professional building and engineering expertise to other estates staff, directors and senior management of the organisation including external agencies.
  • Undertakes Authorised Person responsibilities in relation to specified systems.
  • Supports the day‑to‑day commercial management of the estate management and operation. Developing, implementing and managing energy policies for the estate.
  • Manages operation and implementation of the Permit to Work system and Safe Systems at work.
  • Ensures services comply with the Project Agreement, legislative, statutory and HTM requirements.
  • Manages a team who ensures the safe operation of all plant and equipment on the hospital site.
  • Supports Commercial Management of the operational element of the contract, including management of the Performance Monitoring systems and ensuring Contract and Commercial Compliance.
  • Delivers a cost‑effective Planned Preventative Maintenance Service.
  • Manages a reactive maintenance service during normal operating hours of the hospital.
  • Manages a reactive maintenance service outside operating hours of the hospital.
  • Available on call or for emergencies 24hrs/7days.
  • Overall responsibility for the management of the Permit to Work System.
  • Contributes to the implementation of an energy strategy, policies and initiatives.
  • Ensures plant is maintained and operated to its optimum efficiency.
  • Encourages and participates in departmental energy‑saving schemes and promotes the understanding of the economic use of energy.
  • Provides technical and professional support to all staff, colleagues, Engineering Supervisors and to SPV and Trust officers in order to develop a “team” approach.
  • Authorises competent persons.
  • Acts as key point of contact with the NHS Trust regarding the provision of estates maintenance services.
  • Undertakes employee appraisals/performance reviews including the identification of training and development needs within specified company timeframes.
  • Manages the service desk system ensuring all service requests are responded to within contractual obligations.
  • Manages lifecycle, small works and projects in conjunction with the company representative and project managers.

  • Provides and receives highly complex data and information, uses negotiating skills in procurement and with all levels of staff from the Trust Board, external bodies, suppliers and individuals.
  • Exchanges, interprets, analyses and calculates complex information and communicates to specialists and non‑specialists.
  • Maintains formal and informal communications with SPV and Trust managers related to service activities through the Sodexo Representative.
  • Negotiates with contractors and supplies regarding maintenance and technical projects.

  • Has and develops highly specialist knowledge and skills at degree level or equivalent in Engineering disciplines.
  • Specialist skills in energy management, conversion, leadership and alternative technologies.
  • Professional knowledge acquired through degree or equivalent and specialist knowledge through postgraduate courses and experience to masters equivalent level.
Analytical & Judgement Skills
  • Collects all data and information necessary to analyse all aspects of the service in relation to estate management, considering legislation, health and safety, Trust and company policy.
  • Uses data and information to breach marks, faultfind, predict and analyse system failures.
  • Operationally resolves staff performance problems and address staff shortages.
  • Makes judgments on compliance with health and safety requirements, carrying out risk and COSHH assessments.
  • Provides sound judgments across wide range of issues considering legislation, H&S, conflicting demands and offers advice on estate operational matters.
Planning & Organisational Skills
  • Prepares, plans, implements and modifies maintenance and procurement programmes to ensure 100% availability of service to the site.
  • Organises all appropriate human, technical, financial and training resources for programme delivery.
  • Develops long‑term strategic estates operations plans to implement organisational objectives for critical services.

Responsibility For Patient/Client Care
  • Assists patients/clients during incidental contacts.
Responsibility For Policy/Service Development
  • Contributes to policy development and implementation for the estates service in relation to the PFI.
  • Reviews policies for estates maintenance to ensure suitability and recommends amendments as appropriate.
Responsibility For Financial And Physical Resources
  • Manages a maintenance budget including authorising payments of invoices with delegated authorities.
  • Maintains stock control, equipment and uniforms.
  • Authorises excess and overtime hours within delegated authorities.
Responsibility For Human Resources
  • Provides training to estates and other staff in system operation and facilities awareness and authorises competent persons.
  • Manages contractors, consultants, specialists and other staff.
  • Line‑manages estates operational staff, promotes morale and well‑being, delivers training and reviews staff performance.
  • Conducts performance development reviews and identifies improvement areas.
Responsibility For Information Resources
  • Manages information within the CAFM system including collection and analysis of data in relation to estates service and energy management.
  • Uses computer software to develop or create reports, documents, drawings etc.
Responsibility For Research And Development
  • Ensures critical estates condition surveys are conducted and highlights areas of concern.
  • Studies, researches and presents alternative technologies and business cases to the SPV for funding.
  • Appraises plant and equipment for renewal and advises on best available techniques.

  • Broad operational policies guided by building, H&S regulations, responsible for estates operations.

  • Requires regular work in plant areas; fit, able to climb ladders and access confined spaces.
  • Sitting, standing, walking/frequently lifting effort for several short periods.
