Job description

To develop, plan and implement proposals based on risk assessment to improve operational safety on level crossings, delivered in accordance with the relevant legislation and Standards. To undertake level crossing inspection, faulting and maintenance as allocated. To build and manage effective relationships with both internal and external stakeholders.

The role also encompasses providing Safe Work planning support and contributing to project delivery activities. This includes preparing and reviewing Safe Work packs, supporting access and worksite planning, ensuring compliance with Network Rail standards, and assisting project teams with coordination, reporting, and stakeholder communication. The postholder will work collaboratively across operational and project discipline to ensure the safe, efficient, and compliant planning of railway works alongside core level crossing responsibilities.

About The Role (External)
  • Undertake, and review quantitative and qualitative risk assessments in accordance with relevant level crossings standards, determining and implementing appropriate risk mitigation supported by cost benefit analysis.
  • Undertake level crossing inspection, faulting and maintenance, accurately report all work completed/not completed.
  • Review and evaluate planning applications where level crossings are, or may be, affected.
  • Arrange for the drafting of level crossing orders required for modernisation, renewal or change to enable compliance with level crossing Legal Orders.
  • Identify and progress closure or implement other necessary control measures to reduce level crossing risk as low as reasonably practicable.
  • Lead operational input to level crossing renewal / modernisation / closure projects for inclusion in the business plan, taking into account operating requirements and risk mitigation factors.
  • Produce / maintain records as required.
  • Provide support to route safety meetings, including OPSRAM and TCRAG, as required.
  • Carry out work safely and in accordance with the safe systems of work procedures, method statements or other relevant instructions, adhering to company policies and procedures.
  • Manage the process for vehicles, plant, tools, equipment and materials under your control to be fit for use and to be used / stored and disposed of correctly.
  • Act as principal contact on level crossing issues for local representatives and external stakeholders for defined area.
You will ideally have
  • Good knowledge of ORR Principles and Guidance relating to level crossings, including the procedure for obtaining Level Crossing Approval Orders.
  • Good knowledge of quantified and qualitative risk assessment tools and techniques.
  • Excellent communication skills, both written and verbal.
  • Experience of preparing concise, comprehensive and informative reports.
  • Demonstrable influencing skills.
  • Able and willing to drive vehicles as required by business need.
What Could Set You Apart
  • A recognised risk or health and safety professional qualification.
  • Member of the Institution of Railway Operators.
  • Previous experience in an operating, engineering, station or safety environment.
  • Good knowledge of human factors and public interface risks at level crossings.
