About the Role

As Head of Place and Regeneration Programmes, you will be at the forefront of shaping the next phase of Leeds development. This is an opportunity to shape and lead a portfolio of projects that will define the place for years to come, at a time when new funding opportunities, government programmes and strong political support are aligning in our favour.

Your remit will span major regeneration schemes, including the prospect of the Leeds New Town designation, supporting growth of major employment sites and the delivery of strategic investment programmes. You will play a central role in some of the city’s most high‑profile initiatives, including the delivery of the British Library North, expansion of the conferencing and exhibition facilities at the Royal Armouries, city centre transformation projects, and major employment growth areas such as the North West Leeds Employment Hub. You will also support the council’s housing ambitions, delivering a range of new homes across all tenures including the delivery of much‑needed affordable housing within the city.

This is a highly outward‑facing role. You will represent the council in regional and national conversations, helping to promote the city to developers, investors and occupiers, working closely with Homes England, the Mayoral Strategic Authority and government departments. You will oversee the production of strategies, business cases and investment plans, ensuring that Leeds is well positioned to attract funding and deliver growth at that pace.

Above all, this role signals a shift from planning to delivery. Leeds wants to see our next wave of projects progress, sites brought forward and investment realised. You will help turn ambition into outcomes.

About You

You will be an open‑minded, confident and commercially aware leader who understands how to move complex projects from concept to delivery. Your background might be in planning, surveying, architecture, development, house building or a related built‑environment and regeneration field. What matters most is sound judgement, strong financial insight and an ability to work constructively with a broad range of partners and stakeholders.

You will enjoy working across organisational and sector boundaries, engaging with developers, community partners, investors and elected members. You will be visible and collaborative, able to bring people with you and guide a team through change, while also attracting new talent where needed. This is a role for someone who thrives on influence, negotiation and creative problem solving.
