Job description

Overview

The Head of Financial Reporting and Business Partnering, NWJCC is a key senior leadership role within the NWJCC and will be responsible for the strategic and operational management of all issues relating to Financial Reporting and the Business Partner team.

The post holder will manage a team of Finance and Value staff and is responsible for the development and delivery of the organisation's Financial reporting, ensuring alignment with the strategic intent of the organisation and integration with all work programmes.

The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.

Our mission is to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

Main Duties

The post holder will be accountable for the delivery of national and local financial performance targets including the development of action plans to rectify areas of non-compliance ensuring that the organisation's strategic objectives are delivered.

The post holder will be responsible for negotiating and managing the delivery of complex SLAs, proactively identifying financial variations to ensure spend is in line with budget and used in a way which maximises organisational objectives and will lead on relative efficiency and benchmarking exercises to ensure value for money.

Person Specification

Qualifications:

  • CCAB fully qualified
  • Post qualification experience in Financial Management/Business Partnering
  • Evidence of continued professional development
  • Thorough knowledge of financial reporting products
  • Working knowledge of the commissioning system in NHS England
  • Full understanding of the statutory and mandatory information requirements
  • Working knowledge of demand and capacity modelling
  • In depth professional and specialist knowledge of Financial reporting, healthcare information and performance management.
  • Professional knowledge of staff management.

Experience:

  • Proven experience at a senior level within the financial environment in a large complex organisation.
  • Proven experience at a senior level in contract / SLA negotiation and management.
  • In-depth knowledge of planning/commissioning within the NHS.
  • Experience of leading complex projects.
  • Experience of the NHS financial performance regime including the use of performance indicators and benchmarking techniques to drive up performance.
  • Substantial experience of people management and development in a senior position.
  • Experience in implementing long term strategic plans.
  • A proven track record of successfully introducing service improvements or successful management of organisational change in a complex environment.
  • In depth professional experience in the commissioning/planning of services including the delivery of national targets and increased efficiency and value for money.
  • Experience in negotiating contracts with service providers.
  • Experience of working within Commissioning in Wales.
  • Experience of managing teams through organisational change.
