Head of Delivery Operations

Rubicon Consulting is currently recruiting for a Head of Delivery Operations on a Permanent role based in Southeast.

Role Summary

The direction and leadership of all operational support activities within the Company's UK and international projects. Liaison with the Project Delivery Director & Board on implementation of the Company's strategic action plan, co-ordination with Heads of Delivery Departments, Engineering Manager and other departmental Managers on specific project/portfolio driven requirements.

Main Duties & Responsibilities
  • Adhere to company procedures and work instructions, guide notes and other information that forms part of the quality assurance, health and safety and environmental management systems.
  • Allocate resources to site with agreement with the appropriate Project Delivery Lead.
  • Provide advice and support to the Comm/Cost leaders/Construction Managers in the performance of their duties.
  • Identify resourcing shortfalls, site problems and deficiencies to ensure that effective feedback is provided to PDLs/Project Managers, Functional and Departmental Heads as appropriate.
  • Advise on selection of sub-contractors for on-site activities and monitoring of workload and performance across the portfolio of project (strategic management post contract).
  • Improve effective communication between the office and site and Board.
  • Provide proactive feedback and preventative problem-solving of site management and or project performance issues.
  • Develop and implement effective site procedures to drive improvement.
  • Selection, training and development of Construction Managers and construction/installation staff within the designated area.
  • The overall management of site safety within the designated projects through Construction Leader/Commissioning Leader.
  • Advise the Project teams on the site accommodation, amenities and communication system requirements.
  • Provide technical input, as required, during the Tendering, Design, construction and Commissioning Phases of the Projects.
  • Effective defect Management.
  • Drive and liaise with the other Construction leader and Commissioning Manager to ensure the efficient operation of site activity.
  • Lead and develop the Project/Planning Controls capability of the business with the planning lead, planners and Gated Process.
  • Ensure adequate planning resource is provided to all projects from Tender to completion.
  • Support the Delivery Director in the gated process governance on all new projects.
  • Develop and govern the “plan on a page” & “portfolio on a page” process for projects to support the monthly CFR process and Board meetings.
  • Deliver the development of leading project indicators (milestone).
  • Support monthly projects reviews/deep dives.
  • Implement any improvements agreed with the board, such and Risk and Opportunity Management in OPC or Power Bi.
  • Support the Delivery Director when required on any projects or areas underperforming until performance is back to an acceptable position.
  • To comply with all Health and Safety responsibilities commensurate with the role, as outlined in the Health and Safety policy.
  • Any other duties commensurate with the position as may be assigned from time to time.
Requirements
  • MSc Construction Management.
  • A formal qualification in a relevant engineering or construction discipline.
  • IOSH Managing Safely in Construction or NEBOSH equivalent.
  • SMSTS.
  • Demonstrable experience commensurate to the level of the role in a construction management role within the water and wastewater industry and/or related sectors.
  • Ability to use a wide range of IT packages including Microsoft Office.
