Job description

TheGeneral Manager is a key role within the CSU leadership triumvirate alongsidethe Clinical Director and Head of Nursing. The triumvirate team iscollectively accountable for building the strategic and operational directionand delivery of urgent and emergency care and response in partnership withcity system colleagues.

Theclinical service unit is a busy and fast paced environment, so the postholder must be adaptive to change and able to make rapid balanced decisionsto enable best care for patients and support for staff.

Youwill be an experienced operational manager with masters level qualificationsand experience in a demanding senior management role within a complexorganisation.

Youwill have a proven track record of leading change and deliveringimprovements, preferably across unplanned services. You should have adetailed working knowledge of NHS practices and procedures.

Weare looking for a senior manager with experience in managing and leadingadministrative and clinical teams across a diverse range of services. Youshould have the ambition and drive to develop the team to deliver new andinnovative ways of working Urgent Care has the aim of being demonstrably thebest CSU for partnership working in the country - you need to play your partin achieving this ambition.

Main duties of the job

Thepost-holder will:

Provide strong leadership to a well-established and highly performing team

Support the Head of Nursing and Clinical Director in deciding the strategicdirection and management priorities for the CSU

Job responsibilities

JOBPURPOSE/SUMMARY

Thepost holder will manage a clinical service unit or clinical support unit,comprising a number of specialties or support services supporting theClinical Director, the post holder will be responsible for the overalldelivery of service, quality, financial and other targets as determined bythe Executive Directors. Inpartnership with the Clinical Director, the post holder will be responsiblefor business, workforce and financial planning within his/her own unit andwill work closely with other managers and clinicians to support Trust-wideobjectives.

In partnership with the Clinical Director, responsible for the management ofidentified clinical and/or related services within a unit

Manage the performance of the unit against key targets and measures

Ensure that resources are deployed effectively and that robust processes arein place to support the provision of efficient, high quality, services

Developing and sustaining capacity and capability in the unit

Ensure that the clinical activities are appropriately recorded in order tomaximise income opportunities related to service provision

Engaging on behalf of the unit with internal and, where appropriate, externalstakeholders; promoting partnerships and co-operative working

Ensure business continuity and risk management arrangements are in place inthe unit

Contribute to the delivery of Trust objectives

PRINCIPALDUTIES & AREAS OF RESPONSIBILITY

In partnership with the Clinical Director, manage the performance of theunit, providing regular reports to the Chief Operating Officer/Deputy ChiefExecutive

Management of delegated pay and non-pay budgets and maintaining financialbalance

Responsible for ensuring robust processes are in place for patientadministration and to record and code activity within the unit, ensuringincome is received

Leads the development of business cases whether for changes to service, newequipment or new posts

Line management of designated unit staff, for exampleService/Business/Patient Service Manager(s)

Ensure regular and effective appraisal and personal development planning forstaff who work in the unit

Leads service planning and strategy within the unit, engaging with ClinicalDirector, Head of Nursing (or equivalent) and corporate functions

Ensures the involvement of patients, staff and other stakeholders in serviceplanning and development including communicating major change to staff andother stakeholders

Responsible for ensuring that local and national policies are properly andconsistently interpreted and implemented within the unit

Responsible for agreeing and delivering Service Level Agreement contracts inconjunction with corporate services and other stakeholders

Develop management capability within the team, providing supervision,coaching and mentorship to others and supporting managers in this process

In partnership with the Clinical Director and Head of Nursing (or equivalent)responsible for ensuring that conduct, poor performance/capability andgrievance issues are addressed within the unit in line with Trust policy.

Responsible for co-ordinating and maintaining the unit risk register andagreeing actions plans to manage risks

Work with the Clinical Director and Head of Nursing (or equivalent) to ensurecomplaints relating to services are managed within local and nationalstandards and action plans are agreed, implemented and monitored to ensurelearning within the unit and wider Trust

Responsible for ensuring Serious Untoward Incidents or other seriousincidents are reported, investigated, resolved and recorded in line withpolicy

Works jointly with Clinical Director, Head of Nursing (or equivalent) andother clinical staff to ensure there is a clinical audit programme in place.Identify areas of practice that are to be subject to clinical audit inconjunction with the Clinical Director and Head of Nursing (or equivalent)and delegate appropriate resources to undertake this work

Support the Head of Nursing (or equivalent) in ensuring that the Patient& Public Involvement Initiative is implemented within the unit

Identifies and leads projects to modernise and improve service delivery andpatient access. Ensure service is managed and supports the most effectivepatient pathways working with other services to secure a whole systemsapproach to patient care

Take part in the Senior Managers on call rota, ensuring that senior managersand clinicians within the unit are equipped to act in the event of MAJAX

Lead specific project work as directed by the Chief Operating Officer/DeputyChief Executive and support others within the unit in this process

Deputise for the Chief Operating Officer/Deputy Chief Executive as directed

Contribute to Trust-wide policy and/or policy development as delegated by theChief Operating Officer/Deputy Chief Executive
