Estimator

Purpose:

Steel America a division of Colonnas Shipyard is seeking an Estimator to support production efforts in our Shipyard in Norfolk VA.

Job Description:
  • Estimate by analyzing blueprints, specifications, proposals, scope of work and other documentation in order to prepare time, cost and labor estimates for fabrication and machining projects.
  • Review available plans and specifications to ensure estimate effort is in compliance with all specifications and requirements.
  • Ensure cost estimates are accurate prior to the submission to management for review and pricing.
  • Analyze request for proposals and contract terms and advise of potential business risk (warranties, insurance and indemnification) and enforce provisions of contract.
  • Prepare & review insurance / bond request.
  • Recommend pricing from strategy and contract terms to enable contract negotiations.
  • Direct and coordinate activities of personnel engaged in cost estimating for repair, fabrication and assembly work.
  • Assist in marketing efforts and follow up of potential customers for work quoted but not contracted.
  • Analyze cost versus profit to determine the best business strategy to maximize company's dollar.
  • Work independently to complete responsibilities.
  • Must have regular reliable attendance.
Qualifications:
  • Must have at least 5 years of experience in management and/or steel fabrication.
  • Must have hands‑on experience in contract administration.
  • Must have a strong working knowledge of contract administration and contract management.
  • Must possess a thorough understanding of the manufacturing process, materials and costing methods for heavy steel fabrication.
  • Must have hands‑on experience with FAR/DFAR and various types of contracts (FFP & T&M).
  • Must have strong problem‑solving and negotiation skills.
  • Must have a working knowledge of AWS, AISC, ABS and ASME code/certification requirements.
  • Must have knowledge of respective market area client opportunities and competitors.
  • Must possess market analysis experience to determine present and future material availability.
  • Must have strong PC skills (Microsoft Office Suite, AutoCAD).
Desired Qualifications:
  • Bachelors degree in business or other related fabrication experience preferred.
  • Project management painting and machine shop experience is preferred.
  • Knowledge of NAVSEA, NAVFAC and SSPC and requirements is preferred.
Travel Requirements:
  • Minimal Travel; 10% or less.
Physical Requirements:
  • Sit, stand, walk, bend, squat, climb, reach, push and pull, stoop, crawl, kneel, balance, lift and carry various objects and equipment.
  • General office environment. Work is generally sedentary in nature but may require standing and walking for up to 30% of the time.
  • Lighting and temperature are adequate and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Hear, talk and smell.
  • Specific vision abilities required by this job include close vision, peripheral vision and the ability to adjust focus.
  • Work is generally performed within an office environment with standard office equipment available but also requires safe navigation and regular partnership with operations teams within shipyard/industrial environments.
  • A considerable amount of time is spent operating a personal computer.
  • Must be able to climb up and down stairs and spend time moving throughout the facility and onboard marine vessels.
