Estates Surveyor/Graduate Estates Surveyor

Starting Salary:

Estates Surveyor £44,938.40 per annum, with annual increments to £49,273.90 per annum

Graduate Estates Surveyor - £34,778.25 per annum with annual increments to £37,642.60 per annum.

£23.84 per hour to £26.14 per hour/£18.45 per hour to £19.96 per hour 36.25 hours per week

Location - Council Headquarters High Street Elgin Moray, Elgin, IV30 1BX

Job Description

To assist the Asset Manager (Commercial Buildings) provide a high quality, efficient and effective property management and property advice service to the Council and its clients/customers/partners. This post allows for a hybrid way of working, combining working in a team office and from home. Other flexible working options are also potentially available. Graduate Surveyor only - Postholders with a degree accredited by the Royal Institution of Chartered Surveyors would be offered a contract conditional upon them achieving full membership of the Royal Institution of Chartered Surveyors within 3 years, with competencies relevant to the post.

Requirements

Advice to Committees, Elected Members and Council Officials Management of the Council’s Property Portfolio Management and Development of the Council’s Industrial Portfolio Valuations Disposal of Surplus Property Acquisition of Property Corporate Activities Service Delivery Under the Disclosure (Scotland) Act 2020, the successful candidate will be required to undertake a Disclosure Check.

The Individual
  • Significant experience in the acquisition, disposal, valuation and management of industrial, commercial and residential property. NB this would not be required for the Graduate Surveyor Post.
  • Previous experience of working in a Local Authority or Private Sector Estates Team/Practice would be advantageous.
  • Member of the Royal Institution of Chartered Surveyors with a minimum of two years post qualification experience in valuation and estates management. NB for the Graduate Estates Surveyor post Degree accredited by the Royal Institution of Chartered Surveyors or other equivalent qualification approved by the RICS is required.
  • Computer literate and knowledge of Microsoft Office.
  • Ability to work using initiative and common sense and take balanced decisions.
  • Self-confidence. Self motivation, ability to deal with a heavy workload with the minimum of supervision.
  • You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van.
  • Ability to work to a high degree of accuracy.
  • An ability to meet set standards and agreed targets.
  • Effective organisational skills/time management with the ability to respond to conflicting and competing priorities.
  • Hold a current, full driving license Effective communication (oral & written), negotiation and presentation skills.
  • Ability to communicate with people at all levels. Understanding the importance of effective team working.
  • Appreciation, acceptance of and a commitment to, the importance of confidentiality.
  • Willingness to accept direction/delegation.
  • Ability to work in an open plan office.
  • Ability to work at heights and in confined spaces, including basements and attics.
  • Flexibility to meet the needs and demands of the service.
  • Ability to work in different offices dependent on service requirements.
