Overview

Environmental Health Officer - High‑Rise & Medium‑Rise Mediation Programme (West Midlands)

I'm reaching out with a long‑term opportunity for an Environmental Health Officer to join a High‑Rise and Medium‑Rise Mediation Programme with a West Midlands local authority. This is a significant multi‑year project running until March 2027, with strong potential to extend further.

If you have experience in fire safety, high‑rise residential compliance, enforcement, or building safety legislation, this is one worth considering.

Role Overview

You'll be supporting a specialist programme focused on improving safety and compliance across high‑rise and medium‑rise residential buildings.

The role offers flexibility, with 2-3 days per week in the office and the remainder remote.

  • Hours: 35 per week
  • Contract: Until March 2027 (extension likely)
  • Location: West Midlands
  • Level Required: Level 4+ (Fire Risk / Building Safety)
  • Rate: £55-£60+ per hour
  • IR35: TBC
Key Responsibilities
  • Inspect high‑rise and medium‑rise residential buildings to assess compliance
  • Carry out enforcement actions under relevant housing and fire safety legislation
  • Support mediation and engagement with building owners, management companies and stakeholders
  • Prepare clear, evidence‑based reports for enforcement, compliance and safety case reviews
  • Work collaboratively with Fire & Rescue Services, Building Control and internal teams
  • Contribute to Building Safety Case preparation and oversight
Ideal Candidate Profile

This role is perfect for someone with a strong background in fire safety, building safety, environmental health, or high‑rise residential compliance.

Key strengths include:

  • Qualified Fire Risk Assessor (ABBE Level 4 or above)
  • Experience assessing fire safety in high‑rise residential buildings
  • Strong working knowledge of:
  • Building Safety Act 2022
  • Fire Safety Act 2021
  • Fire Safety (England) Regulations 2022
  • Regulatory Reform (Fire Safety) Order 2005
  • Housing Act 2004 (including 2018 addendum)
  • Ability to carry out Type 1 Fire Risk Assessments, with understanding of Types 2-4
  • Familiarity with PAS 9980 external wall assessment methodology
  • Strong technical understanding of construction practices and Approved Document B
  • Proven experience delivering enforcement actions, prosecutions or compliance interventions
  • Excellent stakeholder engagement skills, including working with Fire & Rescue, Building Control, managing agents and residents
  • High‑quality report writing and ability to meet SLAs consistently
  • Fully Qualified EHRB EHO
