Overview

We have an exciting opportunity for a Contracts Manager to join the Norwich City Services Limited (NCSL) team. If you are highly organised, detail-oriented, and enjoy a fast-paced environment, we would love to hear from you.

Responsibilities
  • Oversee the delivery of repairs and maintenance services across Norwich City Council’s housing stock and property portfolio, including reactive repairs, refurbishment of empty homes, major works, compliance tasks, and handyperson services.
  • Embed a culture of excellence, ensuring services meet client requirements, company standards, and deliver best value.
  • Manage significant budgets, drive efficiency and profitability, foster strong relationships with the Council, and align services with the Asset Management Strategy and HRA Business Plan.
  • Lead supervisors and staff, implement performance management systems, ensure compliance with Health and Safety and ISO quality standards, manage suppliers and contracts.
  • Oversee recruitment, training, and development of managers; handle financial planning, risk management, and support service improvements to deliver high-quality outcomes for residents.
  • Maintain flexibility to undertake other duties as required.
Qualifications
  • Hold relevant professional management qualifications and training.
  • Extensive senior-level operational experience in repairs and maintenance.
  • Proven track record of working within a continuous improvement culture, leading multiple teams, managing budgets, and successfully delivering change management initiatives.
  • Experience in multi-function service environments, local government, and social housing property and maintenance services.
  • Strong knowledge of contract management and commercial acumen.
  • Dynamic and inspirational leadership, excellent influencing and negotiation skills, high standards of communication, IT literacy, and political awareness.
  • Ability to demonstrate effective resource, performance, and staff management, foster strong partnerships, and work flexibly across the company, including site visits as required.

  • 25 days annual leave, rising by a day each year until 30 days is reached, plus 8 bank holidays and a Christmas shut down period.

This role is for 37 hours per week, but to ensure flexibility and promote an inclusive workplace part time hours or a job share agreement will be considered.
