Overview

Contract Compliance Officer - Hespin Wood

Mon-Fri - 37.5 hours per week

Key Purposes of the Role
  • To assist the SubContracts Manager in ensuring that the subcontracted HWRC, Transfer Stations and Landfill Services are operated in compliance with all contractual and legal obligations under the BCL Cumbria PPP.
  • To monitor sub-contractor compliance with contractual obligations in relation to operation of the HWRC, Transfer Stations and Landfill Services under the Cumbria PPP.
  • To take appropriate action to investigate, mitigate and rectify contractual performance issues and prevent re-occurrences.
  • To assist in the management of the planned maintenance programme for the HWRCs
  • The Contract Compliance Officer will have a detailed knowledge and understanding of both the Project Agreement and SubContracts and of their application to the Operations of the HWRCs and the Interface Sites which can be draw upon as necessary when resolving operational and contractual issues with both the Sub-Contractor and the Authority.
  • The Contract Compliance Officer will support the HWRC Officer to ensure that contractual on-site HWRC attendance obligations are maintained and will also provide cover for key HWRC Officer duties including reactive maintenance and assist in supervision of larger planned maintenance projects.
  • The Contract Compliance Officer will deputise for the SubContracts Manager in liaising with the Authority on operational issues related to the subcontracted services and well as other routine contractual matters.
  • The Contract Compliance Officer is a valuable resource who can be utilised to contribute to projects as they arise and to provide administrative support to the Sub Contracts Manager and other team members in producing contractual reports and reviews of contract documents.
Key Accountabilities
  • Visit 14 HWRC sites to carry out audits of Contractor Operational Compliance with the Output Specification and Service Delivery Plans.
  • Carry out contractual compliance audits of subcontractor operated Interface Sites.
  • Identify, report and record Performance Failures in accordance with Contractual procedures.
  • Work with the Sub-Contractor to investigate and resolve potential Performance Failure issues and implement appropriate rectification plans.
  • Carry out targeted investigations of specific issues and produce Service improvement reviews.
  • Carry out regular on-site Health and Safety Inspections and liaise with HWRC Officer and sub-contractors and company SHEQ department to close out actions identified.
  • Assist in the production and annual review of the planned maintenance programme and budget and be responsible for financial management and monitoring of Lifecycle and CAPEX Projects, including procurement of suppliers and quotes.
  • Review and update of Service Delivery Plans both for the Sub-Contracted services and Project Agreement.
  • Assist in the development and delivery of the annual Off-taker Audit Programme in liaison with the HWRC, Landfill and Transfer Station Sub Contractors.
  • Liaise with Contract Administration Manager to resolve issues relating to Waste Transaction Data reporting requirements
  • Review data and reporting logs and produce analytical reports as required.
  • Ensure BCL Operational Procedures and Risk Assessments are maintained.
  • Liaise with the Authority and Sub-Contractors in managing Service Changes
  • Liaise with Authority Officers in providing feedback for Authority compliance inspections and reports and operational issues.
  • Assist in maintenance of planning consents for sites, liaising with external consultants where necessary for submission of planning applications and variations.
  • Attend operational and Contractual meetings with Sub-Contractors and Local Authority as required.
  • Liaise with the Communications Education and Liaison Officer (CELO) in the investigation of complaints and service issues and assist in development of rectification and service improvement initiatives.
  • Assist the SubContracts Manager with the production of monthly and annual reports and reviews as required, including PA Monthly Monitoring Report.
  • Review of SubContracts Monthly Monitoring Report.
  • Monitor expenditure against budgets and assist with production of Annual P&L budget.
  • Assist in the Annual SWI Prices Benchmarking Exercise
  • Assist in construction and development projects relating to HWRCs.
