Job Overview

Pharmacy Services within NWSSP have a vacancy for a National Medicines Value – Commercial Manager within the Medicines Value Unit (MVU).

The MVU aligns with the ministerial priorities of a Healthier Wales by targeting new and innovative medicines to target population health and to drive greater value for the Welsh NHS through a Value-Based approach to medicines procurement, and working with NHS Wales bodies to gather, measure, and improve both patient outcomes and experience.

This is an excellent opportunity to develop your medicines procurement career in a dynamic, challenging and high profile environment. Main duties of the job

Lead the organisation & delivery of medicines service, in conjunction with staff having a role in delivery of related projects & activity.

Ensure that The Medicines Value Unit achieve our operational and financial objectives

Provide vision and leadership in the development and implementation of a Medicines Value service improvement within the function, ensuring that systems, processes, policies and procedures are in place to enable the team to deliver its strategic and operational targets.

Lead, motivate and develop his/her team to deliver agreed performance targets in key areas, including:

  • Delivering high standards of customer service through the provision of medicines value activities
  • Ensure delivery of an efficient and effective service across NHS Wales
  • Delivery of schemes and projects to time and budget
  • Delivery of Value Based agreements with the pharmaceutical industry
  • Engage with wider stakeholders to develop agreements that are meet the needs of the service

Qualifications

Essential criteria

  • Educated/qualified to degree level or evidence of relevant equivalent experience.
  • Post graduate degree (MA/MSc/MBA) or demonstrable equivalent experience in a relevant area.
  • Sound knowledge of Health Board/trusts Procurement Processes/Procedures

Desirable criteria

  • MCIPS (Level 5 -6) – or specialist knowledge of public sector procurement
  • Qualified in project management, i.e. PRINCE2 or alternative methodology
  • Knowledge of e-business systems

Experience

Essential criteria

  • Experience of successfully using service/process improvement/ culture change methodologies i.e. LEAN, Six Sigma or equivalent.
  • Demonstrable track record of achievement of operational management, and delivery of operational strategic objectives
  • Proven experience of handling high value/complex projects on time and within budget.
  • Expertise in contract/supplier management to deliver outcomes.

Desirable criteria

  • Extensive clinical pharmacy and medicines procurement and logistics experience
  • Experience of working with the pharmaceutical industry and professional organisations
  • Development of services across the primary/secondary care interface

Skills

Essential criteria

  • Standard keyboard skills and ability to use email, internet and standard work processing packages.
  • Ability to demonstrate sound analytical reasoning, effective decision making and an ability to identify and manage risks.
  • Ability to communicate complex information effectively to multi-disciplinary groups of staff at all levels

Desirable criteria

  • Welsh Language Skills are desirable level 1 in understanding, speaking, reading, and writing in Welsh
  • Ability to diagnose problems and propose creative and practical solutions.
