Pro Staffing are an ambitious CQC newly accredited provider of high-quality home care and domiciliary services, dedicated to delivering person-centred care that supports individuals to live independently in their own homes. We are looking to partner with the NHS and Local Authorities to provide reliable and compassionate care services in the South East and South of London in particular. As we continue to expand our footprint within the public healthcare sector, we are seeking an experienced and commercially astute Commercial Manager to lead our tendering and business development activities.

Role Overview

The Commercial Manager will be responsible for managing and developing the organisation’s commercial and tendering strategy with a primary focus on securing NHS and Local Authority contracts for domiciliary and home care services. This role requires a balance of strategic commercial management and hands‑on tender delivery, ensuring the company continues to grow sustainably and profitably within the healthcare and social care markets.

Key Responsibilities
  • Lead the end‑to‑end management of NHS and Local Authority tenders, from opportunity identification to contract award.
  • Develop and implement a commercial strategy aligned with organisational growth objectives within the home care and healthcare recruitment sectors.
  • Identify and pursue new framework agreements, preferred supplier listings, and other opportunities across public sector health and social care markets.
  • Collaborate with internal stakeholders—including operations, finance, compliance, and recruitment—to prepare commercially viable and compliant bids.
  • Conduct commercial and financial analysis to support pricing strategies, cost modelling, and contract negotiations.
  • Build and maintain strong professional relationships with NHS procurement teams, commissioners, and Local Authority representatives.
  • Monitor developments in healthcare procurement frameworks, policy changes, and market trends, providing insight to the senior management team.
  • Ensure effective contract handovers to operational teams and monitor ongoing contract performance from a commercial perspective.
  • Represent the organisation at relevant industry events, networking opportunities, and stakeholder meetings to enhance brand visibility.
Essential Skills and Experience
  • Demonstrable experience in managing NHS and / or Local Authority tendering processes, preferably within home care, healthcare recruitment, or social care services.
  • Strong understanding of UK public sector procurement, including NHS Supply Chain, ICBs, and local commissioning frameworks.
  • Proven track record of securing and managing commercial contracts and achieving growth targets.
  • Excellent written and verbal communication skills with the ability to produce high-quality bid submissions.
  • Strong analytical and negotiation skills, with a clear understanding of pricing structures and margin management.
  • Ability to work effectively under pressure and manage multiple deadlines.
  • A proactive, organised, and results‑driven approach to work.
Desirable
  • Experience working within a CQC-regulated environment.
  • Knowledge of social care funding models, personal budgets, and framework agreements.
  • Formal qualifications in business, commercial management, or healthcare administration.
  • Have a comprehensive working knowledge of the South East of England / London
