Part-Time Assistant Environmental Monitoring Specialist

Location: Wallingford, CT (Field-Based) Employment Type: Part-Time, Contract

ESPO Corporation is supporting a National EPC client on a large-scale electric transmission vegetation management project and is seeking a Part-Time Assistant Environmental Monitoring Specialist on a contract basis. This role is primarily field-based and will support environmental compliance monitoring activities associated with overhead and underground electric transmission projects throughout Connecticut, with potential travel into western Massachusetts.

The ideal candidate will have hands-on experience with environmental field compliance, construction oversight, and permit compliance—particularly related to wetlands, water bodies, and other regulated environmental resources.

Responsibilities
  • Provide ongoing environmental monitoring (spot checks) of vegetation management and construction activities to ensure compliance with environmental permits, approvals, and erosion & sedimentation Best Management Practices (BMPs).
  • Maintain working knowledge of project-specific environmental permits and regulatory compliance requirements.
  • Monitor contractor activities in the field and reinforce environmental compliance expectations.
  • Utilize GIS tools and mapping devices during field activities.
  • Document field observations through daily inspection reports and photographic documentation using project-specific reporting processes.
  • Track and manage open environmental compliance punch-list items.
  • Participate in pre-clearing walk-throughs with contractors and project team members prior to the start of work.
  • Review completed field work with utility arborists and oversight staff as needed.
  • Provide Threatened & Endangered (T&E) species awareness training to contractors prior to work commencement.
  • Participate in weekly project status calls to discuss environmental compliance and field observations.
  • Communicate compliance concerns and observations to contractors and utility staff while on site.
  • Re-flag previously delineated wetlands, T&E species locations, and/or cultural resource sites as required.
  • Coordinate with resource-specific monitors (e.g., T&E species biologists) required by agency approvals.
  • Support office-based tasks as needed, including document preparation, correspondence, schedules, permit amendments, regulatory submissions, reporting, and basic data analysis.
Qualifications
  • Bachelor’s degree in Environmental Science, Biology, or a related scientific field.
  • 2–5 years of experience in environmental compliance monitoring, environmental surveys, or related field work.
  • Working knowledge of New England environmental regulations; Connecticut permit compliance experience is strongly preferred.
  • CPESC® and/or CESSWI™ certifications strongly preferred.
  • Experience with wetland and watercourse delineation (including vernal pools) and plant or T&E species identification is a plus.
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
  • Strong organizational, written, and verbal communication skills.
  • Ability to work effectively as part of a multidisciplinary project team.
  • Strong health and safety awareness.
