JOB PURPOSE:
  • The Repairs Maintenance Surveyor performs a key function in the repairs team to provide a housing and community service for the residents of the Borough.
  • As an organisation committed to high standards and efficient use of materials, the surveyor’s role is to provide the council with that assurance as well as provide technical advice. This includes pre and post-inspections of works including quality and cost checks, asbestos management surveys, CDM regulation and void specification checks.
  • In the course of duties, the Surveyor will feedback findings to the teams including opportunities for quality enhancement, cost effectiveness and increased durability to enable the council to deliver high standards of responsive maintenance. Tackling complex and difficult cases will be part of the role.
  • The team will work with the local residents and resident associations to deliver a housing services that will develop the area into a model community.
  • The team will identify and manage the delivery of maintenance, minor and capital works projects on behalf of the local community.
  • Additionally, the team will liaise with local services such as social and health care, police, youth and education services and the voluntary sector to provide a range supporting services.
  • The team is dedicated to providing safe and comfortable accommodation for the residents.
  • The Surveying Team will provide a focal point to manage the community modernisation programme, listen to, and act upon, resident’s concerns for the benefit of the local community.
DESCRIPTION OF DUTIES:
  1. Undertake site inspections and ensure compliance with all relevant Health and Safety regulations and guidance, including CDM, Control of Asbestos regulations etc
  2. Provide appropriate professional expertise in all aspects of building surveying and asset management, including the assessment of long-term condition and recommending appropriate maintenance strategies
  3. Consult with relevant Council departments, external agencies and consultants, as required by legislation or Council policy.
  4. Make accurate records of all inspections using the department’s information management system.
  5. Participate in resident involvement events, consultations and work closely with resident representatives to ensure that their views are reflected in specifications and processes.
  6. Provide advice and make recommendations based on up to date knowledge and analysis / evaluation of information.
  7. Manage escalated or complex customer issues and repairs issues within the relevant area.
  8. Contribute to the development of service plans to meet strategic business goals.
  9. Analyse information / data. Translate outputs into advisory reports / documents / actions as appropriate.
  10. Work closely with others to support and manage the development and delivery of improvements.
  11. Manage a portfolio of projects and reviews and lead on specific projects as required
  12. Act in accordance with all policies and procedures which apply to the job and understand the reasons for this.
  13. Carry out all duties and responsibilities with reasonable care for the health and safety of self and others and report any potential hazards or unsafe practices to line manager.
  14. Diagnose defects and faults and manage works orders and inspections to ensure the delivery of high-quality housing within Borough.
  15. Responsible for ensuring that properties meet all necessary standards and legal compliance
  16. Be a lead for Contract Management in ensuring that all works programmes are effectively managed and meet programme deadlines

Represent in a technical capacity LWNT at external forums

Qualifications
  • Essential: Building ONC, CIOB/RICS, ideally chartered surveyor or equivalent
  • Essential: HNC/degree or equivalent
  • Desirable: A professional qualification in the field of activity or equivalent substantial experience
  • Desirable: Membership of RICS, CIH or similar body
Skills, Experience and Attitude
  • Extensive experience of working in a project environment
  • Extensive experience as a housing surveyor
  • Experience of working in a physical, social and economic regeneration setting with a clear understanding of the challenges that presents
  • Experience of negotiating with contractors on behalf of an organisation to achieve desired objectives including driving hard commercial negotiations to ensure that the public purse is protected
  • Either directly or indirectly, achieve team goals and address performance issues using people management procedures and formal performance management procedures where necessary.
  • Ability to get buy in and commitment to the service’s vision and priorities from key stakeholders and commitment to taking steps to ensure the involvement of all sectors of the community in all aspects of the services work.
  • Political awareness and ability to advise senior elected members on policy choices and develop positive partnerships with elected Members.
  • Continuously develop and update professional expertise and that of the team.
  • Attention to detail and understanding of the importance of robust data management
  • Robust approach in protecting the Council’s interests
