About the role

We are seeking an experienced and dynamic PMO Manager to join our recently established Central Portfolio Office (CPO) to lead the Project Management Office (PMO) and Resource Management capability at CITB. This role is multi-faceted – you will be working directly with delivery teams to provide high-quality PMO services; with the Head of PPCM Centre of Excellence looking at how to embed consistent project delivery processes; and establishing a standard approach to Resource Management.

You will be working directly on a high-profile transformation programme that spans multiple areas of the business. You will work closely with the Programme Manager and Senior Responsible Owner (SRO) to ensure there is robust governance, planning and reporting across the programme and its constituent projects and workstreams. You will play a critical role in ensuring the programme is delivered successfully with proportionate governance, transparency and control.

Alongside your delivery role, you will work with the Head of PPCM Centre of Excellence to define and embed a standard process for Resource Management ranging from planning, forecasting, allocating, and managing project delivery resources. You will proactively identify resource gaps, overallocations and potential conflicts and highlight accordingly to the CPO leadership team.

This is a key role in supporting the successful delivery of change at CITB by ensuring projects and programmes comply with the CITB Project Design and Delivery Framework, by overseeing the needs of the changes, projects and portfolio to support overall governance, whilst ensuring that all improvement initiatives and portfolio projects follow the agreed delivery framework, policies and practices.

Essential
  • Significant experience in PMO leadership within a complex project or programme delivery environment, particularly working in matrix environments.
  • Significant experience in providing PMO services including monitoring, tracking and reporting across milestones, risks, financials, dependencies and deliverables.
  • Experience working within a structured project delivery environment, following a standard project delivery framework.
  • Strong resource and demand management skills, including the ability to define and establish new ways of working for resource and capacity management.
  • Proficient in using project management and portfolio tools (e.g., MS Project, Power BI, Project Online).
  • Recognised project or programme management qualification e.g. PRINCE2 Practitioner, MSP Practitioner, or APMQ, or equivalent.
  • Analytical skills.
  • Proactive, highly organised and results driven, with energy, determination and resilience, alongside an ability to deal with ambiguity.
  • Excellent communication, stakeholder engagement and influencing skills with experience of working with colleagues at all levels of the business, including at senior levels.
Desirable
  • Experience in a public sector or ALB environment.
  • Knowledge of UK government project delivery governance, based on the Government Functional Standard for Project Delivery (GovS 002).
  • Experience in benefits management, including identifying and tracking programme benefits.
  • Experience supporting the development of a Centre of Excellence or project delivery community of practice.
