An international organization in Paris seeks a qualified candidate for a role focused on policy research and regulatory reform. The ideal candidate will have strong analytical and drafting skills with at least five years of professional experience in regulatory policy. Fluency in English and French is required. Description du poste
Policy research drafting and analysis
  • Contribute to and develop work of the Division advancing the uptake of good regulatory practices and regulatory reform across OECD Member and non-Member countries in support of relevant OECD Recommendations.
  • Stay abreast of issues related to regulation and regulatory policy and contribute to progressing OECD work in this area.
  • Undertake analytical research including reviews of the academic and policy literature, peer reviews and benchmarking exercises, preparation and implementation of interviews and qualitative and quantitative data analysis.
  • Formulate policy recommendations and normative guidance taking into account best practices in OECD countries.
  • Lead the drafting of key documents such as country / multi-country reviews, policy papers and briefs, reports providing analysis and proposing tailored policy.
  • Prepare, negotiate and support the delivery of technical assistance projects for OECD and non-OECD countries including at national and sub-national levels and with sectoral regulatory agencies.
  • Review and coordinate contributions from experts ensuring consistency, quality and alignment.
Communication liaison and representation
  • Represent the OECD in relevant events delivering impactful presentations and actively promoting OECD analysis through relevant channels.
  • Contribute to the production and dissemination of analytical papers, reports and key findings in an effective and innovative way ensuring quality control and accessibility for relevant audiences.
  • Develop a strong network with other divisions of the OECD officials in Member and non-Member country administrations, other international organisations, non-governmental organisations and academics in the wider research community to drive forward the policy agenda on regulatory reform.
  • Support the planning and implementation of the Divisions Programme of Work.
  • Prepare briefs and speeches for OECD management as requested.
  • Ensure as appropriate the Directorates involvement in OECD wide initiatives.
Team and resource management
  • Supervise and coordinate a small multicultural team of staff in the delivery of the above deliverables ensuring high quality and timely delivery.
  • Lead on above workstreams and project management on country support projects.
  • Contribute to outreach and awareness raising of team activities and the development of the work programme.
Qualifications

Ideal Candidate Profile

Academic Background
  • An advanced university degree or equivalent qualification in economics, political science, public administration, law or related disciplines.
Professional Background
  • A minimum of five years of professional experience in analysis of regulatory policy and/or implementation of regulatory reform in public and/or private sector bodies.
  • Proven experience in developing negotiating and managing complex projects that require liaising with relevant internal and external stakeholders and presenting their work in a compelling way.
  • Excellent drafting skills and a capacity to produce high-quality analytical and policy-oriented work and draft clear and concise reports.
  • Demonstrated capacity to work strategically and creatively as part of a multicultural team.
  • Proven experience in managing small teams.
  • Experience in statistical quantitative analysis, data visualisation, design and implementation of expert and population surveys would be an advantage.

Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
  • Knowledge of another language (especially of Arabic and/or Spanish) would be an asset
Closing Date

Contract Duration
  • This vacancy will be used to fill multiple positions.
  • The appointment type (Fixed-Term or Open Ended) will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
  • Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Selection Process

For retained candidates, written tests / video-recorded interviews are foreseen in January 2026 and panel interviews are planned in February 2026.
