The Role
We are seeking a dynamic and experienced Learning & Development (L&D) Lead to own and drive the L&D strategy for our French operations and lead the execution of L&D programs in Europe. This pivotal role combines strategic planning with hands‑on execution with the primary purpose of ensuring a redeployable workforce of billable technical consultants and facilitating L&D initiatives for non‑billable staff in interface with the Talent CoE. The ideal candidate will be a proactive "go‑getter," passionate about creating impactful learning experiences that align with our business objectives. You will partner with local leadership, collaborate with our Global Academy, work with Talent Management to support the career pathing and planning for our billable consultants, and manage all aspects of the L&D function in X Country, ensuring compliance, managing budgets, and fostering a culture of growth.
Key Responsibilities
- Strategic Partnership & Program Design: Partner with senior managers and business leaders in X Country & Europe to conduct thorough learning needs analyses.
- Support and implement bespoke internal learning academies and development programs that address skill gaps and support career progression.
- Act as the L&D lead for the EU providing expert guidance on talent development initiatives.
- Lead the execution of programs collaborating with CoE and Digital Academy ensuring seamless execution of programs in Europe.
- Ensure seamless roll‑out of all Senior Leadership programs FEP / SEP or coaching for executives.
- Collaboration & Best Practices: Collaborate closely with the Global Academy and lead European L&D colleagues to align local initiatives with the global L&D strategy.
- Actively participate in the European L&D community, sharing best practices and supporting adaptation of global programs for local relevance.
- Operations & Management: Budget Management—Develop, manage, and track the annual L&D budget for X Country, ensuring effective resource allocation and demonstrating a clear return on investment.
- Optimize costs through resource sharing leveraging existing partnerships and/or initiating new ones.
- Vendor Management—Identify, negotiate with, and manage relationships with external training providers, coaches, and learning technology vendors and ensure optimisation of cost through PSL in Europe.
- Team Leadership—Supervise, mentor, and develop L&D team members in EU, fostering a collaborative and high‑performing work environment.
- Compliance & Reporting: Serve as the subject matter expert on X Country L&D legislation, ensuring all programs and processes are fully compliant.
- Leverage analytical skills to develop L&D metrics and dashboards for X Country and EU countries. Prepare and present clear, structured reports to stakeholders on program effectiveness, participation, and business impact.
- Execution & Mindset: Embrace a "roll up your sleeves" attitude, managing the end‑to‑end logistics and administration of key programs when needed.
- Demonstrate resourcefulness and continuous improvement mindset, constantly seeking innovative ways to enhance the learning experience and its efficiency.

Qualifications & Experience
- 7‑10 years of progressive experience in a Learning & Development role.
- Strong understanding of the IT / Tech industry and its specific talent development challenges.
- In‑depth, practical knowledge of French L&D laws, funding mechanisms, and compliance requirements.
- Remote cross‑border team management.
- Proven ability to build strong relationships and partner effectively with stakeholders at all levels.
- Experience thriving in a complex, international matrix organization.
- Excellent budget, vendor management, data analysis and reporting skills.
- Experience supervising or mentoring team members.
- Experience in fast‑paced matrix environments.
- Fluency in English and another EU language (X country) (written and verbal).
- Embraces continuous learning, including curiosity for AI.
