UN Women is committed to supporting national efforts to advance gender equality and women’s empowerment in the context of climate change. We seek to strengthen the knowledge, skills and capacity of officials of the Ministry of Women and Child Affairs (MWCA) to integrate climate action into gender-focused projects and programmes. This consultancy will support the development and delivery of a tailored training module that responds to existing knowledge gaps and builds practical skills for gender-responsive climate action. As an outcome of the training, it will also serve to develop an action plan or set of recommendations for the MWCA to take forward in their policies, plans, budgets and programmes.
Objectives of the training:
This initiative aligns with the regional programme EmPower: Women for Climate Resilient Societies jointly implemented by UN Women Asia Pacific and UN Environment Programme (UNEP). Its first outcome focuses on strengthening the role of governments and regional actors in driving gender-responsive climate action. Output 1.1.3 aims to strengthen the skills and knowledge of government representatives and duty bearers to effectively integrate gender-responsive measures into new or existing policies, roadmaps, action plans and guidelines for climate action. The initiative represents a crucial step to bridge capacity gaps and foster a robust gender-responsive climate action framework in Sri Lanka, setting the stage for sustained regional collaboration under EmPower.
UN Women seeks to hire a qualified and experienced individual as the National Consultant/Trainer to develop and deliver this knowledge, skill and capacity building two-day training for approximately 30 officials of the MWCA.
The consultant will report to the Head of Office and will be supported by the Programme Analyst and Project Officer, who will be the point of contact on substantive and administrative issues.
Under the supervision and guidance of the Head of Office, the National Consultant/Trainer is expected to undertake the following tasks.

The National Consultant/Trainer will remain accountable for the timely submission of the deliverables as per the timeline given below. All deliverables should be finalized in line with the feedback given by UN Women.

Consultant’s Workplace and Official Travel
The consultancy is expected to start on 25 September 2025 and continue until end-November 2025. The estimated total working days within the duration is 30 days. If travel is required, this will be processed by UN Women, following the duty travel policy.
Payments
Payments will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will be made upon submission of deliverables with the approval of the Head of Office of UN Women Sri Lanka. Mobile and internet bills, printing, stationery costs, translation, interpretation, transcription costs and travel costs may be reimbursed based on prior approval from UN Women, and will be processed separately, following the relevant policy.
Intellectual Property
All information pertaining to this assignment (data, analysis, reports, documentary, digital, cyber, project documents, etc.) belonging to UN Women, which the consultant may come into contact within the performance of duties under this assignment, shall remain the property of UN Women and shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form, without written permission of UN Women, in line with applicable laws.
