The EMEA Data Center Construction team seeks a Senior Pre-Construction Manager to serve as the primary liaison between Real Estate, Design Engineering, Construction, and other key partners during initial planning, conceptual design, and development, providing guidance on cost, schedule, and constructibility.

Our Pre-Construction Managers are at the forefront of delivering innovative products and transforming cloud computing. This role involves supporting the development of design standards across regional programs and creating high-quality, consistent documentation for processes, standards, and procedures.

We aim to find candidates with advanced knowledge of critical facility Pre-Construction and extensive practical construction experience to drive standards in this vital delivery phase.

If you have experience establishing global Pre-Construction standards, bid documents, specifications, and working within broad design and construction environments, this role could be a fit!

Key responsibilities include:

1. Represent AWS to ensure projects are completed on time and within budget, while improving processes, costs, quality, safety, and sustainability.
2. Lead and mentor large cross-functional teams, motivating and focusing efforts to complete projects successfully.
3. Facilitate communication across departments and levels of management, serving as an authority on project issues.
4. Identify gaps in project plans and propose solutions.
5. Negotiate contracts with developers, contractors, and consultants, managing site validation, due diligence, risk analysis, design management, and stakeholder engagement.
6. Evaluate project feasibility and track issues to ensure resolution and documentation.
7. Lead negotiations with contractors, evaluate bids, and report on key metrics like schedule, cost, and budget.
8. Review and contribute to global standards and data center design templates.
9. Manage complex projects from site selection to permit approval and contract execution, keeping stakeholders informed.
10. Control project scope, drive timely decisions, and escalate issues as needed.
11. Coordinate with internal and external teams to secure resources, set priorities, and drive results.
12. Negotiate scope and costs with contractors and vendors, assessing bids and proposals.
13. Review due diligence, track schedules, and resolve factors impeding project hand-over.
14. Maintain high standards, drive accountability, and lead external and internal teams, including coaching and disciplinary actions if necessary.

A day in the life:

Supporting AWS infrastructure, you will ensure project delivery aligns with timelines and budgets, improve processes, and uphold safety and sustainability standards. You will lead cross-functional teams, communicate with leadership, identify gaps, negotiate contracts, evaluate bids, and manage project risks, all while maintaining high standards and accountability.

Basic qualifications:

• Fluency in Arabic, German, and English
• Extensive experience in mission-critical facilities (design, pre-construction, scheduling, construction, commissioning)
• Knowledge of civil, electrical, and mechanical engineering principles
• Understanding of critical data center equipment (generators, UPS, chillers, fire suppression, etc.)
• Ability to travel approximately 40% of the time

Preferred qualifications:

• 7+ years in construction site management, including negotiations and bid evaluations
• Professional certifications such as CCM, PMP, or equivalent
• Additional language skills are a plus
• Bachelor’s degree in Construction Management, Architecture, Engineering, or related field, or trade certification
