Role Summary

The American Red Cross is currently seeking a Non-Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces (SAF) and International Services (IS) Division mission in Grafenwoehr and Vilseck, Germany. Candidate must have Germany SOFA status. Housing and relocation expenses are not covered, and candidate must live in the Grafenwoehr or Vilseck area (on or off post). Working hours are Monday to Friday with some weekends, after hours and holidays depending on programming.

Primary Responsibilities
  • Relationship Management and Community Outreach: Serves as the “face” of the Red Cross throughout your region. Cultivates relationships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and other nonprofit agencies to further the Red Cross mission. Outreach includes command meetings, education briefings, presentations, or information sessions. Establishes and maintains effective command relationships during deployment.
  • Volunteer Management: Develops and implements a strategic volunteer program to enable delivery of Red Cross programs on a military installation. Recruits and trains volunteers in SAF programs, Preparedness, Health & Safety Services, and Disaster Cycle Services. Supervises volunteer staff in daily work responsibilities.
  • Service Delivery Management: Ensures delivery of SAF core services to all clients within the jurisdiction. Supports other ARC services to ensure preparedness, health and safety training, and disaster preparedness and response. May include conducting training, meetings, presentations, and workshops, as well as scheduling, recruitment, marketing and providing materials and support to the community.
  • Hero Care Network Contingency Team: May serve as a Subject Matter Expert (SME) during emergencies at the SAF Hero Care Center.
  • Reporting & Admin Support: Monitors and reports on American Red Cross Service Delivery Outcomes. Interacts with customers and teams to document outcomes and program results; inputs and evaluates data for consistency and accuracy; generates data reports for management or local command; makes recommendations for continuous improvement to ensure metrics are met.
What You Need to Succeed

Education: Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field; or relevant equivalent experience.

Experience: A minimum of three years related experience.

Requires strong computer skills. Public speaking and effective verbal and written communication are required. Strong interpersonal skills and the ability to work well individually or in a team. Flexibility for short-notice assignments and extended periods away from home is essential. Ability to balance multiple priorities. Experience with American Red Cross programs and services is strongly desired. Familiarity with military culture, regulations and protocol is also desirable.

Physical requirements may include the ability to visit other locations, stand, walk, lift up to 50 pounds, grasp, and operate equipment. Overall mobility is essential. May involve sitting for long periods, driving, and working under challenging conditions.

Work Conditions

Work is performed indoors with potential exposure to safety and health hazards related to emergency services. May travel and participate in meetings across the jurisdiction and Red Cross system. Staff may be on 24-hour call during major disaster periods.
