Position Conditions: This is a full-time, permanent position of 36.25 hours per week. It will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.

Note: Successful applicant must obtain satisfactory results from a criminal background investigation.

Rate of Pay: $32.79 - $43.72 per hour (2026 Rates)

Closing Date: 11:59pm on February 11, 2026.

This competition will include testing and an interview.

PURPOSE OF POSITION

Reporting to the Manager of Innovation, Technology, and Communications, the Web & Multimedia Designer is responsible for creating and maintaining engaging digital experiences that support organizational goals. This role combines front-end web development with creative design and multimedia production to deliver high-quality content across web, social, and video platforms.

TYPICAL DUTIES AND RESPONSIBILITIES

Web Development:

  • Design, build and maintain responsive, user-friendly web pages and sites.
  • Ensure accessibility, performance optimization and adherence to best practices.
  • Develop and communicate website usage and security policies and standards to all users.
  • Define site architecture and overall site structure for the various websites that the City of Brandon maintains to ensure site accuracy and currency.
  • Perform regular content updates / content health checks on City of Brandon websites.
  • Identify, recommend, and prioritize new web / software features and applications in conjunction with business leaders and department managers.
  • Collaborate with other team members in conceptualizing and developing new software programs, applications and web applications.
  • Recommend, schedule, and perform software / web improvements and upgrades.
  • Create and recommend policies and procedures for publishing web pages and applications in conjunction with I.T.C. management.
  • Diagnose and troubleshoot problems with existing web applications and sites.
  • Monitor and report on website traffic and performance.

Graphic Design and Branding:

  • Create graphics for social media, web pages, presentations, digital ads, print materials, etc.
  • Assist in developing visual assets such as annual reports, brochures, guides and templates
  • Ensure all materials follow brand guidelines, tone and style
  • Prepare graphics for various platforms, ensuring correct sizing, formatting and optimization
  • Prepare print-ready files and liaise with internal City of Brandon departments when needed

Video & Multimedia Production:

  • Create, edit and publish videos/photos for the Department’s web/social media efforts.
  • Liaise with network and other system administrators to assist in resolving problems with software products or in the implementation of new products.
  • Other duties as assigned.

MANDATORY QUALIFICATIONS & EXPERIENCE

  • Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
  • Post-secondary certification, degree or diploma in web development/design or graphic design from a University, College or Technical School.
  • Hold and maintain a Class 5 Province of Manitoba Driver’s License.
  • Sufficient experience in the information technology field to have demonstrated competence in related tasks.
  • Demonstrated proficiency in creative design, supported by a comprehensive portfolio showcasing relevant work such as websites, graphic design projects, photography, videography, etc.

PREFERRED QUALIFICATIONS & EXPERIENCE

  • SharePoint
  • Basic photography skills with a strong visual sense
  • Social Media Experience
  • Experience using Adobe InDesign and Premiere Pro
  • Familiarity with the following Software Development Packages: Microsoft Visual Studio (.NET), SharePoint Designer.

The Web & Multimedia Designer works independently and as part of a team providing support to a variety of people.
