Job description

The Site Supervisor is a position under the Contract Administration and Construction Administration department reporting to a Contracts and Construction Manager and a Senior Construction Manager. Under Contract Administration, the Site Supervisor is responsible to compile information for preliminary, budgetary and security cost estimates and complete all work for the tendering of projects at all stages (Earthworks, Primary Roadworks, Secondary Roadworks, Assumption Works and, Stormwater Management Facility Cleaning). Responsibilities also include
Tender Comparisons, Awarding of Contracts, and organization of the Payment Certificates. Under Construction Administration, the Site Supervisor is responsible for maintaining project schedules, inspections of work to ensure project specifications are followed and maintained, overseeing, and directing junior staff to assist with various projects, maintain detailed trackers for Plot Plan, Dye Test and, Lot Grading invoicing while ensuring work is completed prior to deadlines. Other responsible include but not limited to Preliminary/Construction Budget Cost Estimates, Supervising Lot Grading, Letter of Credit Reduction Requests, Cost to Complete Budgets and, communicate with clients, Contractors, Municipal/Regional staff, and other professional consultants to ensure project schedule is achieved.

Specific Duties and Responsibilities:

Technical - 40%

  • Prepare Cost Estimates for Preliminary and Budgetary discussions and, Security requirements.
  • Prepare all aspects of the Tender Documents including Takeoffs, Contract Documents, Tender Comparisons, Awarding of the Contract.
  • Prepare detailed memos for Tender Comparisons for the Client’s review.
  • Facilitate project tenders to various Contractors and provide clarification on Contractors Request for Information.
  • Compile Letter of Credit Reduction requests and submit to the Municipality/Region on the behalf of the clients.
  • Prepare initial Payment Certificates including Cost Code setup for various projects.
  • Update Storm & Sanitary design sheets with As-Constructed information and confirm Municipal and Regional requirements are met.
  • Produce Lot Grading Certificates including As-Constructed drawings as required.
  • Complete Lot Grading Inspections as required to ensure designed drainage is achieved.
  • Preform dye tests for each unit and prepare a dye test certificate for passing units.
  • Review CCTV of Storm, Sanitary & Clean Water sewers after installation and at the maintenance/assumption stages.
  • Complete visual inspections of storm, sanitary & watermain infrastructure and compile the deficiencies.
  • Perform full time and part time inspection during all construction stages.

Management - 30%

  • Supervise junior staff with Letter of Credit Reduction requests on multiple projects on the behalf of the clients.
  • Supervise Junior Inspectors on
    multiple projects for required inspections and coordinate reports generated.
  • Oversee Plot Plans review on projects to verify Municipal standards are followed.
  • Coordinate Dye Test and Lot Grading inspection with staff and City officials.
  • Maintain trackers for various projects for Plot Plan, Dye Test, and Lot Grading for Invoicing and Project Completion.
  • Delegate Progress Payment Certificates to junior staff and review completed Progress Payment Certificates prior to submitting to the clients for accuracy and formatting.
    Including coordinating inspections for field measurements as required.
  • Coordinate with other Consultants to ensure Municipal and Regional Maintenance and Assumption requirements are followed.
  • Complete and organize Daily Inspection Reports for various projects.
  • Maintain accurate record keeping for multiple projects to ensure all information is acquired for Maintenance and Assumption of the projects.
  • Lead Stormwater Management Facilities (SWMF) cleaning projects from start to finish.
  • Coordinate with different consultants to ensure all documentation is repaired for the projects.
  • Lead junior staff on proper process for SWMF cleaning.
  • Oversee the Operation and Maintenance manual creation after completing the cleaning process for the SWMF.

Communication -30%

  • Acts as the Client representative when dealing with Contractors, Municipal and Regional staff and, other consultants in relation to the civil engineer works to the project at various stages of the project.
  • Coordinate project meetings and maintain detailed meeting minutes for multiple projects at once to ensure project schedules are met, project specifications are followed, resolve problems that arise, and ensure conformance to project drawings.
  • Prepares in depth technical memos for Cost Estimates, Tender Documents, Tender Comparisons, Contractor Requests for Information, CCTV Inspection Deficiencies, Letter of Credit Reductions, and general correspondence as required.
  • Coordinate with clients, contractors, municipal staff for site inspections.

Qualifications Required:

Education, Credentials, Skills and, Experience

  • Graduated a three-year post-secondary Civil Engineering Technology Program at George Brown College.
  • Excellent Time/Project Management, Contract Administration, record
    keeping, problem-solving, supervisory skills,
    and work prioritization.
  • Thorough working knowledge of Ontario Provincial Standard Drawings, Contract Administration principles and practices, Project Management principles and Various Municipal and Regional Engineering Standards.
  • Excellent computer skills and experience which includes Microsoft Office 365 products
